PROCEEDINGS OF THE COMMON COUNCIL MEETING SUPERIOR, WISCONSIN November 6, 2024 6:30 p.m. - Government Center, Board Room 201 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL Present: Nick Ledin (Virtual), Jenny Van Sickle (Virtual), Garner Moffat, Jack Sweeney, Brent Fennessey, Tylor Elm, Ruth Ludwig, Mike Herrick, Mark Johnson, Lindsey Graskey (Virtual) – 10 Absent: Also Present: Mayor Paine, City Clerk Blunt, Deputy City Clerk Bacon 3. PRESENTATIONS AND PUBLIC HEARING 3.1 Public hearing for comments regarding the 2025 General Fund budget and subsequent amendments. There was no objection to opening the public hearing. No one spoke in the public hearing. There was no objection to postponing the remainder of the public hearing to the next meeting of the Common Council on Tuesday, November 12, 2024 at 6:30pm. 3.2 Public hearing to approve R24-13812, a resolution introduced by the Community Development Division to approve the Fifth Year Action Plan 2025; authorizing staff to submit plans to the U.S. Department of Housing and Urban Development. There was no objection to opening the public hearing. No one spoke in the public hearing. There was no objection to closing the public hearing and postponing all future Council action until Tuesday, November 12, 2024 at 6:30pm Motion to adjourn by Councilor Herrick, was seconded by Councilor Sweeney, and carried. Meeting adjourned at 6:34 p.m. Agenda items that remained unaddressed are listed below and will be heard at the Special Common Council Meeting on November12. 4. CORRESPONDENCE TO BE FILED (No action) 5.1 FINANCE DIRECTOR RHINEHART submitting Investment Summary for RBC Wealth Management and Local Government Investment Pool Department of Administration for the Quarter ending September 30, 2024. 5.2 FINANCE DIRECTOR RHINEHART submitting the City of Superior Audited Financial Statement and Results for 2023. 6. MAYOR’S REPORT 6.1 Report from Mayor Paine 7. STANDING COMMITTEE REPORTS 7.1 Human Resources Committee (Meeting held October 21, 2024) Report from the Chair. 7.2 Public Works Committee (No meeting to report) 7.3 Finance Committee (Meeting held October 10, 2024) Report from the Chair. RECOMMENDATIONS: 7.3.1 Approve Medica as the new Third Part Administrator (TPA) for the self-insured health plan and switch services for dental insurance from HealthPartners to Delta Dental and remaining self-funded to maintain cost control and network quality. 7.4 Licenses and Fees Committee (No meeting to report) 7.5 Public Safety Committee (Meeting held October 17, 2024) Report from the Chair. 7.6 Committee of the Whole Meeting (No meeting to report) 8. NEW BUSINESS 10.1 CITY CLERK BLUNT is recommending approval of miscellaneous licenses. 10.2 CITY CLERK BLUNT recommends approval of a renewal Class “B” Beer and “Class B” Liquor license application for Superior Curling Club Incorporated, located at 4700 Tower Avenue (Agent: John Gunnon) for a period beginning on October 15, 2024 and ending on April 14, 2025. 11.
