CORRESPONDENCE TO BE FILED (No action) 5.1 FINANCE DIRECTOR RHINEHART submitting Investment Summary for RBC Wealth Management and Local Government Investment Pool Department of Administration for the Quarter ending September 30, 2024. 5.2 FINANCE DIRECTOR RHINEHART submitting the City of Superior Audited Financial Statement and Results for 2023. 6. MAYOR’S REPORT 6.1 Report from Mayor Paine 7. STANDING COMMITTEE REPORTS 7.1 Human Resources Committee (Meeting held October 21, 2024) Report from Vice Chair Councilor Sweeney. 7.2 Public Works Committee (No meeting to report) 1 Regular Council Meeting-Special November 12, 2024  7.3 Finance Committee (Meeting held October 10, 2024) Report from Councilor Sweeney. RECOMMENDATIONS: 7.3.1 Approve Medica as the new Third Part Administrator (TPA) for the self-insured health plan and switch services for dental insurance from HealthPartners to Delta Dental and remaining self-funded to maintain cost control and network quality. MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and carried. Councilors Van Sickle and Fennessey abstained. 7.4 Licenses and Fees Committee (No meeting to report) 7.5 Public Safety Committee (Meeting held October 17, 2024) No report from the Chair. 7.6 Committee of the Whole Meeting (No meeting to report) 8. OLD BUSINESS 9.1 Approval of the 2025 Budget Mayor Paine recognized the Public Hearing is open. There were no speakers in the public hearing. 2 Regular Council Meeting-Special November 12, 2024  MOTION to close public hearing and adopt budget by Councilor Elm, was seconded by Councilor Moffat. MOTION to amend the budget to separate the employee wage increase from the general budget by Councilor Herrick, received no second. MOTION failed. MOTION to amend the budget to reduce $1.5 million from Connect Superior and create a new line item to assist homeowners with lead line service replacement in the amount of $1.5 million by Councilor Fennessey, was seconded by Councilor Sweeney, and failed by roll call vote: AYE – 4, Sweeney, Fennessey, Herrick, Johnson (4) NO – 6, Ledin, Van Sickle, Moffat, Elm, Ludwig, Graskey (6) MOTION to amend the budget to eliminate the $10 million line item for general fund bonding by Councilor Fennessey, was seconded by Councilor Herrick, and passed via voice vote. MOTION to amend the budget to shift $1.5 million allocated for Connect Superior from the 2025 budget to the 2026 budget by Councilor Fennessey, was seconded by Councilor Sweeney, and failed via roll call vote. AYE – 4, Sweeney, Fennessey, Johnson NO – 6, Ledin, Van Sickle, Moffat, Elm, Ludwig, Herrick, Graskey MOTION to adopt budget with changes passed via voice vote. 10. NEW BUSINESS 10.1 CITY CLERK BLUNT is recommending approval of miscellaneous licenses. MOTION to approve by Councilor Johnson, was seconded by Councilor Herrick, and carried. 10.2 CITY CLERK BLUNT is recommending approval of a renewal Class “B” Beer and “Class B” Liquor license application for Superior Curling Club Incorporated, located at 4700 Tower Avenue (Agent: John Gunnon) for a period beginning on October 15, 2024 and ending on April 14, 2025. MOTION to approve by Councilor Fennessey, was seconded by Councilor Graskey, and carried. 10.3 ECONOMIC DEVELOPMENT, PLANNING AND PORT DIRECTOR SERCK is recommending the approval of R24-13812, a resolution introduced by the Community Development Division to approve the Fifth Year Action Plan 2025; authorizing staff to submit plans to the U.S. Department of Housing and Urban Development. There was no objection to re-opening the public hearing. There were no speakers at the public hearing. 3 Regular Council Meeting-Special November 12, 2024  MOTION to close the public hearing and approve the resolution by Councilor Johnson, was seconded by Councilor Elm, and carried. 11. BUSINESS BY PUBLIC 11.1 Councilor Van Sickle would like to recognize and thank City Attorney Prell and Paralegal Bowers for their work on the public utility project.
