Report from Councilor Elm.
RECOMMENDATIONS
1. Approve the purchase of JustFOIA at a cost of $11,591.00, which includes the annual
subscription and implementation, training and support, with a 5% annual increase

starting in year two, to satisfy the need for tracking, compliance and retention of the
public records requests received under the Wisconsin Public Records Law.
MOTION to approve by Councilor Elm, was seconded by Councilor Ludwig, and
carried.
2. Award the ConnectSuperior Fiber Engineering Phase 2 contract to MiTech in the
amount of $756,183.96.
MOTION to approve by Councilor Elm, was seconded by Councilor Ludwig, and
carried.
3. Award the ConnectSuperior Maintenance and Drops contract to Hanco Utilities based on
unit costs in the proposal for an estimated two-year amount of $1,061,877.34.
MOTION to approve by Councilor Elm, was seconded by Councilor Ludwig, and
carried.
4. Award the fiber business network and operating support software contract to ePlus in the
amount of $158,925.68.
MOTION to approve by Councilor Elm, was seconded by Councilor Ludwig, and
carried.

10.1 CITY CLERK BLUNT recommends approval of miscellaneous licenses.
MOTION to approve by Councilor Ludwig, was seconded by Councilor Herrick,
and carried.
3 Regular Council Meeting

10.2 CITY CLERK BLUNT recommends approval of a Temporary Class “B” Beer and
Temporary Class “B” Wine License application for the Superior Public Museum’s
Holiday Sampler event located at 906 E 2nd Street to be held from 4pm to 9pm on
December 5, 2024.
MOTION to approve by Councilor Moffat, was seconded by Councilor Fennessey,
and carried.
10.3 BROADBAND MANAGER BECKEN recommends awarding the ConnectSuperior
Fiber Conduit Installation to Stack Bros. in the amount of $58,000.00.
MOTION to approve by Councilor Elm, was seconded by Councilor Graskey, and
carried.
There was no objection to taking item 10.5 out of order.
10.4 PLANNING, ECONOMIC DEVELOPMENT & PORT DIRECTOR SERCK
recommends approval of R24-13813, a resolution authorizing the submittal of a
Wisconsin Economic Development Corporation (WEDC) Community Development
Initiative (CDI) Grant Application to assist in the redevelopment of 1315 Ogden
Avenue, the future location of the Superior Craft School.
MOTION to approve by Councilor Elm, was seconded by Councilor Fennessey,
and carried.
10.5 PLANNING, ECONOMIC DEVELOPMENT & PORT DIRECTOR SERCK
recommends approval of a Development Agreement between the City of Superior and
Dottie Doo, LLC (aka Jeff Dorfman) with the intention of assisting in the redevelopment
of 1315 Ogden Avenue, The Superior Craft School.
There was no objection to allowing Jeff Dorfman to do a short presentation.
MOTION to approve by Councilor Elm, was seconded by Councilor Herrick, and
carried.
10.6 COUNCILOR MOFFAT recommends approval of O24-4367, an ordinance amending
City Code Chapter 2 – Administration, Article II – Common Council, Section 2-53,
Compensation for Aldermen.
MOTION to approve by Councilor Moffat, was seconded by Councilor Ledin.

Councilor Van Sickle, and carried by roll call vote.

10.7 PUBLIC WORKS DIRECTOR JANIGO recommends approving the purchase of parts
and services to repair screening equipment for the Main Wastewater Treatment Plant in
the amount of $120,000.00 from Huber Technology.
MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and
carried.
10.8 PUBLIC WORKS DIRECTOR JANIGO recommends awarding a contract to Short
Elliot Hendrickson for design services for the Tower Avenue Reconfiguration and
Pavement Rehabilitation from North 28th Street to Belknap Street in the amount of
$137,500.00.
MOTION to approve by Councilor Elm, was seconded by Councilor Ludwig, and
carried.
10.9 PUBLIC WORKS DIRECTOR JANIGO recommends approval of O24-4368, an
ordinance amending City Code Chapter 112, Traffic Code, Schedule J, Accessible
Parking Zones, Add Accessible Parking Sign Do Not Block Sidewalk at 2441 Ogden
Avenue.
MOTION to approve by Councilor Moffat, was seconded by Councilor Elm, and
carried.
10.10 PUBLIC WORKS DIRECTOR JANIGO recommends approval of O24-4369, an
ordinance amending City Code Chapter 112, Traffic Code, Schedule J, Accessible
Parking Zones, Add Accessible Parking Sign at 1803 Cumming Avenue (both sides).
MOTION to approve by Councilor Ludwig, was seconded by Councilor Elm, and
carried.
