PROCEEDINGS OF THE COMMON COUNCIL MEETING SUPERIOR, WISCONSIN December 3, 2024 6:30 p.m. - Government Center, Board Room 201 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL Present: Nick Ledin, Jenny Van Sickle (Virtual), Garner Moffat, Jack Sweeney, Brent Fennessey (Virtual), Tylor Elm, Ruth Ludwig, Mike Herrick, Mark Johnson, Lindsey Graskey – 10 Absent: Also Present: Mayor Paine, City Attorney Prell (Virtual), Chief of Staff Scherf, City Clerk Blunt, Deputy City Clerk Bacon 3. PRESENTATIONS AND PUBLIC HEARINGS 3.1 Update on the Solar Array at Superior Fire Department Headquarters Camron Vollbrecht, Fire Chief 4. APPROVAL OF MINUTES 4.1 November 19, 2024 - Regular Council Meeting MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and carried. 5. CORRESPONDENCE TO BE FILED (No action) 6. MAYOR’S REPORT 6.1 Report from Mayor Paine 7. STANDING COMMITTEE REPORTS 7.1 Human Resources Committee (Meeting held November 18, 2024) No report from the Chair. 7.2 Public Works Committee (No meeting to report) There was no objection to Councilor Sweeney’s request to take item 7.3 out of order and address it after New Business items. 1 Regular Council Meeting December 3, 2024 7.4 Licenses and Fees Committee (No meeting to report) 7.5 Public Safety Committee (Meeting held November 21, 2024) Report from Councilor Ledin. RECOMMENDATIONS: 7.5.1 Approve WEM Hazmat Regional Emergency Response/WHMRS Equipment grant, and purchase of hazmat equipment included in the grant for a total of $141,063.05. MOTION to approve by Councilor Ledin, was seconded by Councilor Elm, and carried. 7.6 Committee of the Whole Meeting (No meeting to report) 8. SPECIAL COMMITTEE REPORTS 8.1 REPORTS WITH RECOMMENDATIONS 8.1.1 Plan Commission (Meeting held November 20, 2024) Report from Mayor Paine. RECOMMENDATIONS: 8.1.1.1 Award the Fire Station 2 renovation project to Wendel-Five Bugles/LHB in the amount of $878,000.00, with the alternate option of design and engineering Fire Stations 2 and 3 in the amount of $1,375,000.00 should the City of Superior be awarded the Federal EPA Climate Justice Community Change Grant for this project. MOTION to approve by Councilor Elm, was seconded by Councilor Graskey, and carried. 8.1.1.2 Waive land sale procedures for city-owned property located at 18XX East 5th Street and that City staff be allowed to execute the transfer by quit claim deed immediately to Christopher Conrad as outlined in the Vacant to Value: New Construction Program. MOTION to approve by Councilor Moffat, was seconded by Councilor Ledin. MOTION to postpone to the December 17th meeting by Councilor Elm, was seconded by Councilor Sweeney, and carried. 8.1.1.3 Waive land sale procedures for city-owned property located at 1017 Fisher Avenue and that City staff be allowed to execute the transfer by quit claim deed immediately to New York Ave Properties LLC as outlined in the Vacant to Value: New Construction Program. 2 Regular Council Meeting December 3, 2024 MOTION to approve by Councilor Moffat, was seconded by Councilor Elm, and carried. 8.1.1.4 Approve R24-13814, a resolution to set a public hearing to consider the vacation of a portion of an alley near N 28th Street and Billings Drive. MOTION to approve by Councilor Johnson, was seconded by Councilor Graskey, and carried. 8.2 REPORTS SANS RECOMMENDATIONS 9. OLD BUSINESS 10. NEW BUSINESS 10.1 FINANCE DIRECTOR RHINEHART recommends approval of R24-13815, a resolution appropriating the necessary funds in the amount of $35, 878,559.00 for the Operation of the General City Government, and the Administration of the City of Superior, Wisconsin, for the year 2025, and authorizing and directing a tax levy to be spread on the tax roll of the City of Superior, Wisconsin, for the year 2024. MOTION to approve by Councilor Ledin, was seconded by Councilor Elm, and carried. 10.2 MAYOR PAINE is recommending approval of an extension to the Memorandum of Understanding with Superior Public Museums. MOTION to approve extending the MOU until February 28, 2025 by Councilor Johnson, was seconded by Councilor Moffat. MOTION to amend extension to March 4, 2025 by Councilor Graskey, was seconded by Councilor Johnson, and carried by voice vote. MOTION to approve carried via voice vote. 7.3 Finance Committee (Special meetings held November 26 and December 2, 2024) Report from Councilor Sweeney. RECOMMENDATIONS: 7.3.1 Approve 2025 Liability and Property Insurance Provider. No action taken. 3 Regular Council Meeting December 3, 2024 11. BUSINESS BY PUBLIC MOTION to adjourn to a special meeting on Tuesday, December 10, 2024 at 5:00 p.m. by Councilor Elm, was seconded by Councilor Graskey, and carried.
