STANDING COMMITTEE REPORTS 7.1 Human Resources Committee (Meeting held December 16, 2024) Report from Vice-Chair Sweeney. RECOMMENDATIONS: 1. Approve 3% wage increase for non-union employees, effective January 1, 2025. MOTION to approve by Councilor Sweeney, was seconded by Councilor Johnson, and carried. Councilors Van Sickle and Herrick abstained. 2. Approve changes to the Non-union Salary & Benefit Policy Handbook. 3. Approve pay grade change for the Parks, Recreation, and Forestry Director position. RECOMMENDATIONS: 1. Approve of O25-4371, an ordinance amending City Code Chapter 112, Traffic Code, Schedule A, Stops, Add North 18th Street and Cumming Avenue as a Four-Way Stop. MOTION to approve by Councilor Ledin, was seconded by Councilor Ludwig, and carried. 7.6 Committee of the Whole Meeting (No meeting to report) 8. SPECIAL COMMITTEE REPORTS 8.1 REPORTS WITH RECOMMENDATIONS 8.1.1 Plan Commission (Meeting held December 18, 2024) Report from Mayor Paine. RECOMMENDATIONS: 1. Approve a Small Business Grant application and development agreement for Mattson Accounting doing business at 1627 N 34th Street (SBGP24-11). MOTION to approve by Councilor Fennessey, was seconded by Councilor Moffat, and carried. 2. Approve a Small Business Grant application and development agreement for Rick’s Auto Body doing business at 1703 Broadway Street (SBGP24-10). MOTION to approve by Councilor Graskey, was seconded by Councilor Sweeney, and carried. 3. Approve R25-13818, a resolution to set a public hearing to consider amending city code chapter 122, Zoning, Zoning Map, and the future land use map exhibited in the 2040 Comprehensive Plan for the City of Superior, related to property located at 6200 E 3rd Street, from SUB – Suburban to PDD – Planned Development District. There was no objection to amendment to change the date of the Public Hearing. MOTION to approve by Councilor Fennessey, was seconded by Councilor Moffat, and carried. 2 Regular Council Meeting January 7, 2025  4. Approve R25-13819, a resolution to set a public hearing to consider vacating and discontinuing the certain alley and street referred to in the resolving clause of this resolution and providing for a public hearing thereon. There was no objection to amendment to change the date of the Public Hearing. MOTION to approve by Councilor Fennessey, was seconded by Councilor Graskey, and carried. 8.1.2 Redevelopment Authority (Meeting held December 18, 2024) No report from the Chair. RECOMMENDATIONS: 1. Approve R25-13817, a resolution of the City of Superior, Wisconsin Identifying Blighted Property and Providing Approval to the Redevelopment Authority of the City of Superior, Wisconsin to Assist in the Private Acquisition, Improvement and Development of Blighted Property. MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and carried. 8.2 REPORTS SANS RECOMMENDATIONS 8.2.1 Historic Preservation Committee (Meeting held October 23, 2024) Report from the Chair. 8.2.2 Public Art Commission (Meeting held December 12, 2024) Report from Councilor Graskey. 8.2.3 Mayor's Commission on Communities of Color (Meeting held December 16, 2024) Report from the Chair. 8.2.4 Joint Review Board (Meeting held December 18, 2024) Report from the Chair. 9. OLD BUSINESS 10. NEW BUSINESS 10.1 CITY CLERK BLUNT is recommending approval of miscellaneous licenses. MOTION to approve by Councilor Herrick, was seconded by Councilor Ledin, and carried. 10.2 CITY CLERK BLUNT is recommending approval of R25-13816, a resolution to temporarily change the poll site location for the February 18, 2025, Spring Primary Election 3 Regular Council Meeting January 7, 2025  for the 5th and 7th Aldermanic Districts (Precinct 3) to the University of Wisconsin – Superior Yellowjacket Union. MOTION to approve by Councilor Herrick, was seconded by Councilor Johnson, and carried. 11. BUSINESS BY PUBLIC 11.1 Madeline Amala spoke in regards to the lead lines in Superior properties and how they are impacting sales and property owners. MOTION to suspend the rules to allow time extension of 3 minutes for Ms. Amala, by Councilor Fennessey, was seconded by Councilor Herrick, and carried. MOTION to suspend the rules to allow time extension of 3 minutes for remaining public speakers by Councilor Herrick, was seconded by Councilor Fennessey, and carried. 11.2 Sue Haver expressed concern regarding the delay in the reassessment of valuation of her home, as well as the increase in taxes. 11.3 Jeff Monaghan spoke encouraging the Council to consider adding infrastructure for EV charging stations in Superior.
