PROCEEDINGS OF THE SPECIAL COMMON COUNCIL MEETING CITY OF SUPERIOR, WISCONSIN April 8, 2025 at 6:30 p.m. Government Center, Board Room 201, 1316 N 14th Street, Superior, WI 54880 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL Present: Nick Ledin, Jenny Van Sickle, Garner Moffat, Brent Fennessey, Tylor Elm, Ruth Ludwig, Mike Herrick, Lindsey Graskey – 8 Virtual: Mark Johnson – 1 Absent: Jack Sweeney – 1 Also Present: Mayor Paine, City Attorney Prell, City Clerk Blunt, Deputy City Clerk Bacon 3. PRESENTATIONS AND PUBLIC HEARINGS 4. APPROVAL OF MINUTES 4.1. March 18, 2025 – Regular Council Meeting MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and carried. 5. CORRESPONDENCE TO BE FILED 6. MAYOR’S REPORT 6.1. Report from Mayor Paine Mayor presented plaque to Councilor Van Sickle for her work on the City Council. 7. STANDING COMMITTEE REPORTS 7.1. Human Resources Committee (Meeting held March 17, 2025) Report from Councilor Van Sickle. 7.2. Public Works Committee (No meeting to report) 7.3. Finance Committee (Meeting held March 25, 2025) Report from Mayor Paine. 1 Special Council Meeting April 8, 2025 RECOMMENDATIONS: 7.3.1. Approve the 2025 Landfill Budget. 7.3.2. Approve the 2025 General Fund Budget Amendment. MOTION to approve items 7.3.1 and 7.3.2 by Councilor Elm, was seconded by Councilor Herrick, and carried. 7.4. Licenses and Fees Committee (No meeting to report) 7.5. Public Safety Committee (Meeting held March 20, 2025) Report from Vice Chair Councilor Elm. RECOMMENDATIONS: 7.5.1. Approve of O25-4381, an ordinance amending City Code Chapter 86, Offenses and Miscellaneous Provisions, Article I, In General, Section 86-22, Possession of Tobacco and Vapor Products by Minors, easing the legal age for purchase and possession of cigarettes, tobacco, and electronic vaping devices. MOTION to refer back to Public Safety Committee by Councilor Johnson, was seconded by Councilor Elm, and carried. 7.5.2. Approve of O25-4382, an ordinance amending City Code Chapter 112, Traffic Code, Article VII Parking; Schedule A, Stops-Section 3 One and Two Way Stops. Add at 26th Avenue East at East 6th Street. MOTION to approve by Councilor Fennessey, was seconded by Councilor Elm, and carried. 7.5.3. Approve of O25-4383, an ordinance amending City Code Chapter 112, Traffic Code, Article VII Parking; Schedule A, Stops-Section 2 Three-Way Stops. Add at 24th Street and Banks Avenue. MOTION to approve by Councilor Herrick, was seconded by Councilor Elm, and carried. 7.5.4. Approve of O25-4384, an ordinance amending City Code Chapter 112, Traffic Code, Article VII Parking; Schedule A, Stops, Section 2, Three-Way Stops. Add at 19th Street and Banks Avenue. MOTION to approve by Councilor Elm, was seconded by Councilor Herrick, and carried. 7.6. Committee of the Whole Meeting (No meeting to report) 8. SPECIAL COMMITTEE REPORTS 8.1. REPORTS WITH RECOMMENDATIONS 2 Special Council Meeting April 8, 2025 8.1.1. Parks & Recreation Commission (Meetings held March 13 and March 20, 2025) Report from Councilor Ledin. RECOMMENDATIONS: 8.1.1.1. Approve the 2025 Recreational Grants and Special Events Grants. MOTION to divide and refer 3 grants Tourism Development Commission by Councilor Ledin, was seconded by Councilor Graskey, and carried. MOTION to approve remaining grants by Councilor Ledin, was seconded by Councilor Ludwig, and carried. 8.1.1.2. Approve the purchase of a Burke Nucleus Modular Play Structure for Central Park from Lee Restoration, LLC in the amount of $91, 501.20. MOTION to approve by Councilor Fennessey, was seconded by Councilor Ledin, and carried. 8.1.2. Plan Commission (Meetings held March 19 and March 26, 2025) Report from Mayor Paine. RECOMMENDATIONS: 8.1.2.1. Approve the small business grant application and development agreement for DK Emporium, LLC doing business at 525 Tower Avenue for expenses including upgrading stairwells per code in the amount of $15,000.00. 8.1.2.2. Approve the small business grant application and development agreement for Senior Advantage doing business at 2221 Tower Avenue for expenses including replacing siding, shingles, trim and demolition of stone façade in the amount of $4,635.00. MOTION to approve items 8.1.2.1 and 8.1.2.2 by Councilor Fennessey, was seconded by Councilor Moffat, and carried. 8.2. REPORTS SANS RECOMMENDATIONS 8.2.1. Historic Preservation Committee (Meeting held February 26, 2025) No report from the Chair. 8.2.2. Police and Fire Commission (Special meeting held March 18, 2025) No report from the Chair. 9. OLD BUSINESS 3 Special Council Meeting April 8, 2025 10. NEW BUSINESS 10.1. CITY CLERK BLUNT recommends approval of miscellaneous licenses pending department approvals. MOTION to approve by Councilor Herrick, was seconded by Councilor Graskey, and carried. 10.2. COUNCILOR SWEENEY AND COUNCILOR VAN SICKLE recommend approval of O25-4385, an ordinance amending City Code, Chapter 2 – Administration Article I – In General. MOTION to refer to Finance Committee by Councilor Van Sickle, was seconded by Councilor Herrick, and carried. 11. BUSINESS BY PUBLIC Due to the requirements of the Wisconsin Open Meetings laws, only matters placed on this agenda may be approved by the Council at this meeting. Citizens who wish to address the council may do so during Business by Public by signing up with the city clerk and indicating the agenda item they wish to address. All comments by members of the public shall be limited to three minutes in length. Electioneering or personal attacks are not allowed. The City of Superior complies with the Americans with Disabilities Act of 1990.
