Selection of Council President MOTION by Councilor Ledin, seconded by Councilor Ludwig and carried by unanimous voice vote, to elect Councilor Graskey as President. 2.3. Selection of Council Vice President MOTION by Councilor Graskey, seconded by Councilor Ludwig to elect Councilor Moffat as Vice President. MOTION by Councilor Fennessey, seconded by Councilor Herrick to elect Councilor Herrick as Vice President. Roll Call Vote: Moffat – Ledin, Moffat, Elm, Ludwig, Graskey Herrick – Anderson, Fennessey, Herrick, Johnson Vote fails. MOTION to postpone to next Regular Common Council Meeting by Councilor Graskey, was seconded by Councilor Ledin and carried. 3. PRESENTATIONS AND PUBLIC HEARINGS 3.1. “What’s New at Nemadji,” presented by Dan Walker, GM/PGA Head Golf Professional; Brian Wallin, GC Superintendent; Christian Houle, Sales & Marketing Manager; Ryan Ozan, F&B Manager; and Travis Miller, Pro Shop Manager. 1 Regular Council Meeting April 15, 2025  Presentation moved to May meeting. 3.2. PUBLIC HEARING to request comments on the 2024 Consolidated Annual Performance and Evaluation Report (CAPER). There was no objection to opening the public hearing. There were no speakers at the public hearing. There was no objection to closing the public hearing. 4. APPROVAL OF MINUTES 4.1. RECOMMENDATIONS: 7.2.1. Award the contract to Veit & Company for the Billings Drive Sanitary Sewer Branch Repair and Replacements in the amount of $167,200.00. 7.2.2. Approve the purchase of one 2025 Bobcat L28 Articulated Loader and associated attachments from Bobcat of Duluth in the amount of $61,678.96. 7.2.3. Award the contract to Urban Companies for the CSTP 6 Partial Demolition and Shoring Project in the amount of $975,000.00. Approve the purchase of a Ford F-150 Lightning Pickup with a topper from Ewald Motors through the state contract bidding process for the price of $51,022.00 7.5.2. Approve the purchase of a Ford F-550 Chassis Cab from Ewald Motors through the state contract bidding process for the price of $70,613.00. CITY CLERK BLUNT recommends conditional approval of an original Class “A” Liquor and Class “A” Beer license application for CAPL Retail LLC, doing business as Express Lane, located at 311 Belknap Street (Agent: Clarence Lamoreaux) for current license period through June 30, 2025. MOTION TO APPROVE, by Councilor Fennessey, was seconded by Councilor Elm and carried. 10.3. CITY CLERK BLUNT recommends conditional approval of an original Cigarette, Tobacco, and Electronic Vaping Device retail license application for CAPL Retail LLC, doing business as Express Lane, located at 311 Belknap Street (Agent: Clarence Lamoreaux) for current license period through June 30, 2025. MOTION TO APPROVE, by Councilor Fennessey, was seconded by Councilor Graskey and carried. 10.4. CITY CLERK BLUNT recommends conditional approval of an original Class “B” Liquor and Class “B” Beer license application for Superior Ramen House LLC, located at 110 E 2nd Street, Suite 7 (Agent: Qin Wang) for current license period through June 30, 2025. 3 Regular Council Meeting April 15, 2025  MOTION TO APPROVE, by Councilor Elm, was seconded by Councilor Fennessey and carried. 10.5. PUBLIC WORKS DIRECTOR JANIGO recommends approval of the purchase of (3) 2024 Chevrolet Silverado EV 3WT trucks from Ewald Automotive Group at a price of $59,939.00 per unit. MOTION TO APPROVE, by Councilor Elm, was seconded by Councilor Graskey and carried. 11. BUSINESS BY PUBLIC 11.1. Councilor Ludwig spoke regarding Arbor Day. Activities will be held at Foxes and Fireflies on April 25th. Reading of the Giving Tree. Will be giving away 15 copies and a free sapling.
