Roll Call 2. Welcome Gavin Hamilton & Introductions The committee welcomed Gavin Hamilton, Superior Refinery and did quick introductions. 3. Reconsider Billings Park Days Sponsorship Mayor Paine gave an overview of why he is asking the committee to reconsider the sponsorship for Billings Park Days. He made a recommendation to approve a grant of $2,000 for Billings Park Days to be used towards the fireworks agreement. This would allow the city to transfer its contracted show (cost of $5,000) to Billings Park Days and the event organizers would pay the rest of the contract above and beyond the $2,000 from the committee. The committee discussed the recommendation, considered the current budget, and costs that may be incurred if the contracted show was not transferred and just canceled. Motion by Farmakes, second by Graskey, to reconsider the sponsorship of Billings Park Days to a cash amount of $2,000 to be allocated to the fireworks contract and cover any in-kind costs incurred by the city, and carried, to approve. Abstain: Craig Sutherland Mayor Jim Paine left the meeting at 3:30pm. 4. Review of Festival Committee Process Nick Raverty gave an overview of the current festival committee process, which includes that every agenda item that needs action must be sent to finance committee for approval, before being sent to council for approval. The committee members asked questions related to updating this process and what type of policy recommendations could be made. Motion by Farmakes, second by Hamilton, to skip to agenda item regarding current sponsorship applications, and carried, to approve. c: City Clerk’s Office Public Access – via e-mail 5. Fireworks Agreement Director Cadotte gave an overview of the current fireworks contract the city has and explained how the contract is typically formed. There is a breakdown of three events each with their own designated cash proportion of the contract. Director Cadotte will bring forward a conversation on a future agenda to discuss the amount of money the committee would like to set aside for fireworks in 2022 so she can start negotiating the contract. 6. Approval of June 14 minutes Motion by Farmakes, second by Graskey, to approve the minutes, and carried, to approve. 7. 4th of July recap Motion by Farmakes, second by Sutherland, to hold in committee until the next regular meeting of the committee, and carried, to approve. 8. New Sponsorship Applications 8.1. Superior Museum Crawl – $2,200 The committee discussed the application submitted by the event organizers. Motion by Farmakes, second by Urban, to approve the sponsorship at the amount of $1,000, and carried, to approve. Abstain: Lindsey Graskey 8.2. Goin’ Postal Fall Musical Event – $3,000 The committee discussed the application submitted by the event organizers. There were questions about the Blue Bird Foundation, which is the organization the event raises money for. The committee requested some additional information about the foundation. Motion by Graskey, second by Hamilton, to hold in committee until the next regular meeting of the committee, and carried, to approve. Abstain: Carolyn Nelson’Kavajecz 8.3. Fairlawn Mansion’s Ice Cream Social – $750 The committee discussed the application submitted by the event organizers. Motion by Farmakes, second by Urban, to approve the sponsorship at the amount of $750 with $235 towards city permitting fees and $500 for other event costs, and carried, to approve. 8.4. Duluth Superior Film Festival - $10,000 The committee briefly discussed the application submitted by the event organizers. It was unclear what portion of the event would be held in Superior versus Duluth. The committee requested we invite the event organizer to the next meeting. Motion by Graskey, second by Jacobson, to hold in committee until special committee meeting on July 19th, and carried, to approve. Julie Urban left the meeting at 4:05 pm. 9. Krystal Kleer Ice Carvers funding for 2022 Director Cadotte explained a new idea for the ice festival in 2022 where the ice carvers would create percussion instruments out of ice and the orchestra from University of Wisconsin – Superior would play a musical number. To support this endeavor, she would need to complete a small contract with the ice carvers this year to start working on the instruments and do test runs. Motion by Graskey, second by Farmakes, to approve the drafting of a contract not to exceed $2,500 with Krystal Kleer Ice Carvers, and carried, to approve. Roll Call 2. Approval of May 12 minutes MOTION by Farmakes, seconded by Councilor Graskey and carried, to approve. 3. Sponsorship Applications Before any discussion on applications began, Nikky Farmakes inquired what the balance of the account was for 2021. Nick Raverty confirmed there was $6,350 unallocated, but that did not include any remaining monies from the Ice Festival that went unspent. Nick would get on official number before the next meeting. 3.1. Billings Park Days – Billings Park Business Association Discussion amongst committee members about funding amounts. Linda Cadotte informed the committee that Superior Rotary would not be holding the annual Dragon Boat Festival and we had an allocated portion of the city’s firework contract for that event. After further discussion amongst the committee members they decided to transfer the outstanding fireworks to Billings Park Days in lieu of a monetary sponsorship as previously requested. MOTION by Farmakes to transfer the fireworks contract from the Dragon Boat Festival to Billings Park Days in place of a sponsorship amount, seconded by Councilor Graskey and carried, to approve. Abstained: Craig Sutherland 3.2. Grandma’s Marathon Events – Grandma’s Marathon-Duluth Inc. MOTION by Farmakes to sponsor at the amount of $1,500, seconded by Urban and carried, to approve. 3.3. Polaske 5K Run – Zach Polaske 5K Walk/Run MOTION by Farmakes to sponsor at the amount of $195, seconded by Councilor Graskey and carried, to approve. 3.4. Superior Museum Crawl – Richard I. Bong Veterans Historical Center MOTION by Farmakes to table until July 14th meeting, seconded by Urban and carried, to approve. 4. 4th of July Update Linda Cadotte gave a short update to the committee letting them know not much has changed since the previous meeting, but everything was still proceeding as planned. Candy would be distributed at the parade. Nikky Farmakes said she is continually updating the community activity calendar for the Chamber of Commerce in line with any updates that have been made to the city website. She has been receiving some questions about the parade route. Nick Raverty let the committee know the 148th will be doing their flyover during the parade – finalizing paperwork with FAA. Carolyn Nelson-Kavajecz informed the group that the PASS Foundation is helping with beverages. Linda Cadotte is in contact with the Porchfest group about the event location, clarifying it is not in Central Park but the surrounding neighborhood. Inspired by and indebted to the breathtaking backdrop of the North Shore and greater region, we present year-round film screenings, learning opportunities, and eye-opening discussions. Duluth Superior Film Festival works within our community to bring deeper awareness and appreciation for the art of film to all who seek it. Please share the mission/objective of the event: The Duluth Superior Film Festival is the premiere film festival of the region showcasing independent films from around the region to around the globe. Our goal was to expand the festival to be more representative of the diverse population in the region. This year we launched categories focusing on local stories, environmental education, social justice, indigenous narratives, traditions and heritage, and global perspectives. Not only do we want to champion and cultivate a local film community, but we want to bring diverse perspectives to a local audience. Describe the event: The Duluth Superior Film Festival is a four-day event that will be filled with film screenings, the presentation of select category awards, and networking opportunities for filmmakers and community members. film titles will be presented, each with a live audience and many with an in-person Q&A session to follow with artists and members of the industry. What does your organization do to help offset fees for participants that might not be able to afford the fees? We will be charging ticket fees in order to offset operational costs such as staffing. Each ticket will be for an individual screening. If people are interested in seeing multiple films, there will be an option to purchase a festival badge at . This will allow festival goers to see any film throughout the festival. Charging for admittance to the film screenings reinforces the importance of paying the artists for their work, and creates a sustainable model for the film festival. What does your organization do to promote overnight stays and tourism for this event (if applicable)? The Duluth Superior Film Festival has compiled a list of local hotels such as Hampton Inn, Holiday Inn, and Barker’s Island which will be released to all of the teams of filmmakers selected, on our website, and to people purchasing tickets. Please describe any sales, advertising, and promotions you will conduct before and at the event: Tickets and badges will go on sale a month before the event for people to pre-pay. Tickets will be available at the door as well. We will promote our event using social media, advertising on local news and newspaper outlets, and through grassroots word of mouth with our community partners who will help amplify our event. How does your event incorporate community equity and inclusivity? In order to be more inclusive to a diverse range of the community, we have created new film categories that we believe are more representative of the community. North Country Views is focused on local films and filmmakers; Cinema Re-Formed is for films with a social, economic and racial justice theme; Indigenous Angle is for films by Indigenous filmmakers; Global Visions is for international films and filmmakers; Environmental Lens is for films that look at the natural world around us; and Roots Uncovered is for films that explore one’s identity and heritage through film. In order to reach a diverse population in the community we have created partnerships with AICHO, the Duluth NAACP, The Twin Ports APIDA Collective, and the MN Environmental Partnership. How does your event incorporate technology? At the Duluth Superior Film Festival we are constantly working to add new technology into our event. For our Indigenous film series we have added online screenings, and zoom q&a’s as an organization making our screenings more accessible. For our main event tickets will be available to buy online through Zeitgeist’s online ticketing platform. We are considering using QR codes in our advertising materials for interested audience members to learn more about the festival and pre-purchase tickets. How does your event incorporate sustainability? This event incorporates sustainability in two ways. One way is our environmental lens category at the festival, which will highlight stories that will showcase methods on how we can protect the environment. The second way is that we intend to work with the DTA in order to transport festival goers from across the bridge to attend screenings in both Superior and Duluth. By shuttling our festival goers we would be working to cut down the emissions produced by our event. We are currently in the process to create a fully paperless event by . What does your event do to enhance the quality of life in our community? The Duluth Superior Film Festival intends to enhance the quality of life in the Superior community by uplifting the creative filmmakers based here, providing the opportunity to grow and create connections, and bringing diverse stories that will enrich Superior residents. We want to give Superior citizens a chance to learn more about film and to build their own storytelling skills. As we grow our festival we aim to create a new source of tourism for the city, which will benefit local small businesses, hotels & motels, and Superior restaurants. This sponsorship is being requested for ongoing programming as the Duluth Superior Film Festival is a nonprofit organization with year round screening events and educational classes for filmmakers in the Twin Ports community. This is the first time that the Duluth Superior Film Festival has requested funds of any kind from the City of Superior because this is the first year that the festival is including Superior in the event's festivities. The City of Superior would be included in a sizzle reel which will play before every screening at the festival. Please provide any other information you would like the committee to be aware of that was not asked above: This year the Duluth Superior film festival is actively trying to live up to our name, which means including Superior. For the first time in a decade this festival is working to reach across the bridge in order to ensure that the citizens of Superior have the same networking, artistic, and business opportunities as Duluthians. If awarded this sponsorship, those dollars will be going right back into Superior’s economy. From choosing printers, rentals, venues, vendors and so much more. She currently sits on the Wabasha Kellogg School Board and is a co-founder and former board chair of Minnesota Transitions Charter Schools, a career-prep system of public charter schools based in Minneapolis. Dan Murphy is the Co-Owner of Kuhl Design+Build, an award-winning custom home renovations company. Dan has over 25 years of design and construction experience.
