Festival Committee Process Recommendations Discussion related to the policy presented to the Finance Committee by Mayor Paine on November 30, 2020. A motion was made to amend the current policy to better clarify the process for sponsorship awards. Current Policy: “The Festival Committee shall report its recommendations for disbursement to the Finance Committee for their review and recommendation. The Finance Committee shall report its recommendations to the Common Council for approval.” Proposed Policy Change: “The Festival Committee shall be given full authority to award sponsorships under $2,000. For any award between $2,001-4,999 the recommendation will be sent directly to the Common Council for approval. For any award $5,000 or greater, the Finance Committee will review the Festival Committee recommendations for disbursement and shall report their recommendations to the Common Council for approval.” MOTION by Graskey seconded by Hamilton, and carried, to approve. Discussion continued surrounding timing of sponsorship submittals and deadlines, but it was determined that this would be revisited on a future agenda item, once they felt they had a better handle on the events. Additional policy discussion continued and a motion was made to add the following to the policy: “All sponsorships requests must complete an application. All requests must be submitted prior to their event. For events that have received sponsorship disbursement for a previous event, proof of sponsorship recognition must be submitted with their application.” MOTION by Farmakes seconded by Hamilton, and carried, to approve. 4. Sponsorship Application: Duluth Superior Film Festival - $10,000 Cadotte shared that after she reached out to request attendance at this meeting to answer a few questions related to the request the organizers decided to withdraw their application for 2021. They would really like to do something in Superior next year with more time to plan, and a longer festival in 2022. 5. Future agenda items: 5.1. Goin’ Postal sponsorship application 5.2. Lake Superior Ice Festival Budget 5.3. Fireworks Agreement No additional items were added at this time; however if new sponsorship applications are submitted, they will be added to the agenda. Committee members were encouraged to reach out to City Attorney Prell if they have concerns or questions related to any conflict of interest related to their involvement with festivals that may be requesting a sponsorship from the Committee. MOTION to adjourn meeting at 4:10pm by Hamilton, seconded by Farmakes and carried, to approve. Next meeting will be held Wednesday, August 11 at 3:00 pm.

Reconsider Billings Park Days Sponsorship Mayor Paine gave an overview of why he is asking the committee to reconsider the sponsorship for Billings Park Days. The committee discussed the recommendation, considered the current budget, and costs that may be incurred if the contracted show was not transferred and just canceled. North Country Views is focused on local films and filmmakers; Cinema Re-Formed is for films with a social, economic and racial justice theme; Indigenous Angle is for films by Indigenous filmmakers; Global Visions is for international films and filmmakers; Environmental Lens is for films that look at the natural world around us; and Roots Uncovered is for films that explore one’s identity and heritage through film. In order to reach a diverse population in the community we have created partnerships with AICHO, the Duluth NAACP, The Twin Ports APIDA Collective, and the MN Environmental Partnership. How does your event incorporate technology? At the Duluth Superior Film Festival we are constantly working to add new technology into our event. For our Indigenous film series we have added online screenings, and zoom q&a’s as an organization making our screenings more accessible. We are considering using QR codes in our advertising materials for interested audience members to learn more about the festival and pre-purchase tickets. How does your event incorporate sustainability? This event incorporates sustainability in two ways. One way is our environmental lens category at the festival, which will highlight stories that will showcase methods on how we can protect the environment. The second way is that we intend to work with the DTA in order to transport festival goers from across the bridge to attend screenings in both Superior and Duluth. By shuttling our festival goers we would be working to cut down the emissions produced by our event. We are currently in the process to create a fully paperless event by . What does your event do to enhance the quality of life in our community? The Duluth Superior Film Festival intends to enhance the quality of life in the Superior community by uplifting the creative filmmakers based here, providing the opportunity to grow and create connections, and bringing diverse stories that will enrich Superior residents. (e.g. electricity, fees/permits, barricades, auxiliary police, etc.) Logistical funding would go towards paying festival staff, festival design, and printing fees. It would also go towards any location fees. What other costs would this sponsorship be used for, if any? N/A How will your organization recognize the City of Superior as a sponsor this year if funds are received? (i.e. City logo on flyers, verbal recognition at events, banners, etc.) If the Duluth Superior Film Festival received the funds this year the City of Superior’s logo would be featured on flyers, verbal recognition, events and social media. The City of Superior would be included in a sizzle reel which will play before every screening at the festival. Please provide any other information you would like the committee to be aware of that was not asked above: This year the Duluth Superior film festival is actively trying to live up to our name, which means including Superior. For the first time in a decade this festival is working to reach across the bridge in order to ensure that the citizens of Superior have the same networking, artistic, and business opportunities as Duluthians. If awarded this sponsorship, those dollars will be going right back into Superior’s economy. From choosing printers, rentals, venues, vendors and so much more.
