Special Finance Committee Proceedings City of Superior October 01, 2021 Members Present: Jack Sweeney, Tylor Elm, Brent Fennessey Staff Present: Ashley Puetz, Deb Kamunen, Nick Raverty, Jim Paine, Jean Dotterwick, Todd Janigo, Joe Tribbey, Chris Carlson, Cammi Koneczney, Nick Alexander Others Present: Jenny Van Sickle, Lindsey Graskey, Ruth Ludwig, J.L. and Greg Members Excused: Keith Kern Jack Sweeney called the meeting to order at 3:00 p.m. with a quorum present. Attendance was done by sign in and virtual meeting. 1. 2022 General Fund Budget. 2. 2020 Budget Surplus Allocation. 3. Capital Improvement Program (CIP) Revenue. 4. 2022 Revolving Grants Program Fund Budget. Chair Sweeney started the meeting by thanking everyone involved and asking that we be respectful. Fennessey questioned the percentage in reserve at this time. Sweeney questioned if inflation is built into the budget. Sweeney also questioned the outside art projects proposed as he believes there are better ways to spend the $500,000 budgeted in the revolving grants program fund budget. A lengthy discussion ensued. Motion was made by Jack Sweeney, seconded by Brent Fennessey and carried to reduce the external arts budget in the revolving grants program fund budget from $500,000 to $250,000. Tylor Elm opposed. Sweeney discussed the need to develop a criteria for wage increases and another need for a wage study. The mayor agreed a system should be in place, whether a study or a universal city policy. Further discussion ensued. Motion was made by Jack Sweeney, seconded by Tylor Elm and carried to set aside funds to develop a salary wage study and develop a cost of living adjustment for wage increases. The source of funding would be $20,000 from the contingency fund in the CIP fund and $20,000 from the revolving grants program fund budget. Motion was made by Brent Fennessey to amend the motion to change the funding source for the full $40,000 to be from the revolving grants program fund budget. Motion failed. Fennessey suggested all grants should have a consolidated process for consistency. The Sister City and Superior Days should also go through the yearly vetting process and since the budget was not used in 2020 it should be placed in the revolving grant fund The Mayor pointed out that the City of Superior are official members of these organizations and are commissions and should stay that way. Motion was made by Brent Fennessey to move $53,400 from the community service grant fund to the revolving grant fund. Motion failed as there was no second. Motion was made by Tylor Elm, seconded by Brent Fennessey and carried to move the four budgets to council with the changes made.
