Members Present: Jack Sweeney, Tylor Elm, Brent Fennessey and Keith Kern

Members Excused:
Jack Sweeney called the meeting to order at 4:33 p.m. with a quorum present. Attendance was done by
sign in and virtual meeting.
1. 2022 General Fund Budget.
2. 2020 Budget Surplus Allocation.
3. Capital Improvement Program (CIP) Revenue.
4. 2022 Revolving Grants Program Fund Budget.
Mayor Paine presented his revised 2022 budge amendments with the goal of maintaining the
fiscal health of the city. The main changes he proposed are as follows:
*Capture revenue from TID 8 and TID 9 in the General Fund.
* Amend CIP by adding 1.5 million back to the CIP from the last presented budget, but shifts the
bonding to $3 million increments to reduce additional costs.
* Reduce revolving vehicle funds for Police, Fire and Public Works.
* Reduce parks improvement projects.
*Reduce sidewalk funding in non-Community Development Block Grant neighborhoods.
*Reduce general street maintenance to the average amount of annual spending.
*Eliminate neighborhood improvement fund allocations.
*Reduce general building and facilities funding.
*Maintain proposed funding for Barker’s Island Marina and Nemadji Golf Course.
*Fund East 5th Street reconstruction and airport parallel taxiway
*Reconfigure the Sustain Our Great Lakes (Barker’s Island parking lot) project to be funded by
the storm water fund.
*Fully fund an Assistant Fire Chief position in years 2023-2026 and provides funding to fill the
position July 1, 2022.
He also spoke on the following proposals which may be funded through Coronavirus State and
Local Fiscal Recovery Fund allocations (ARPA):
*Fund Connect Superior.
*Fully convert all SPD squads to hybrid in 5 years, including take home squads.
*Replace and upgrade police body and squad cameras.
*Replace and upgrade SFD radios.
*Restore neighborhood improvement funding for business district cleanup.
*Fund park improvements and sustainability projects.
*Expand the urban forest.
*Mitigate homelessness and create new affordable housing.
*Expand non-profit grant fund.
A very lengthy question and answer period followed.
Motion was made by Tylor Elm, seconded by Keith Kern and carried to hold the 2022 budget
amendments for further discussion at another Special Finance Committee meeting on October 01,
2021 at 4:30 p.m.
Motion was made by Tylor Elm, seconded by Keith Kern and carried to change the time of the
Special Finance Committee meeting to 3:00 p.m. on October 01, 2021.
Having no other business, the Finance Committee meeting adjourned at 6:15 p.m.
