FINANCE COMMITTEE Meeting Minutes October 12, 2023, Regular Meeting The meeting was called to order by Chair Sweeney at 4:30pm on October 12, 2023, in Government Center Room 204. 1 ROLLCALL PRESENT: Jack Sweeney, Tylor Elm, and Mike Herrick VIRTUAL: Jenny Van Sickle (Alt), Fire Chief Cameron Vollbrecht CITY STAFF PRESENT: Nick Rhinehart, Jim Paine, Renee Hoff, Dan Shea, Linda Cadotte, and Karie Markon OTHERS PRESENT: Shelley Nelson, Eric Thomas, Fred Dudderar, Linnea Breezee, John Wick, and John Ramos. 2 APPROVAL OF MINUTES 2.1 Finance Committee (Meeting held September 14, 2023) Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approve the September 14, 2023, Finance Committee minutes. Councilor Sweeny proposed to move 3.1; 3.3; and 4.4; to the beginning of meeting. Motion was made by Tylor Elm and seconded by Mike Herrick to move. 3 OLD BUSINESS 3.1 Barker’s Island Marina – Verizon Cell Tower Sublease Eric Thomas spoke on behalf of the proposal and decided not to pursue the sublease with Verizon. No Action was taken. 3.2 Review and Analyze proposal from Douglas County regarding the city’s future as a tenant at the Government Center. No Action was taken 3.3 Village of Superior – Fire Protection Contract 2024 Director Rhinehart spoke on behalf of the new contract. John Wick, Representative from the Village of Superior, agreed to the rate increase, but requested for the contract to be rewritten. Motion was made by Tylor Elm and seconded by Mike Herrick to hold in committee. 4 NEW BUSINESS 4.1 2024 Information Technology Fund Budget Dan Shea spoke on behalf of the Budget Motion was made by Tylor Elm and seconded by Mike Herrick to approve the 2024 Information Technology Fund Budget 4.2 2024 Self Insured Workers Compensation Fund Budget Motion was made by Tylor Elm and seconded by Mike Herrick to approve the 2024 Information Technology Fund Budget 4.3 2024 Other Police Budgets 4.3.1 Police Grant Budget 4.3.2 Narcotics Budget Motion was made by Tylor Elm and seconded by Mike Herrick to approve both 2024 Police Grant and Narcotics Budgets 4.4 Referred from City Council – Recommendation to award O’Day Equipment, LLC the Replacement contract for two fuel dispensers at Barkers Island Marina in the amount of $24,885.39. Eric Thomas spoke on behalf that fuel dispenser replacement was the final stage of the project at Barker’s Island, O’Day Equipment, LLC proposal had won the bid proposals. Motion was made by Tylor Elm and seconded by Mike Herrick to approve the award the “Day Equipment, LLC contract to replace the fuel dispensers. 5. RECURRING BUSINESS 5.1 Golf Course Report and Financials August 2023 Motion was made by Mike Herrick and seconded by Tylor Elm to receive and file the Aug Golf Course Financials. 5.2 Referred from City Council – 2024 Golf Course Capital Plan Motion was made by Mike Herrick, seconded by Tylor Elm and carried to approve the 2024 Golf Course Capital Plan. 5.3 September 2023 Check Registers – 2023 Expenditures Motion was made by Mike Herrick, seconded by Tylor Elm and carried to receive and file September 2023 check register. 5.4 General Fund Financial Statements - 2023 and 2022 Expenditures vs Budget Analysis as of October 6, 2023. Nick Rhinehart spoke on behalf, stating that the Budget is tracking well and is right on track. Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to receive and file the 2023 and 2022 Expenditures vs Budget Analysis. 5.5 Insurance Update Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to receive and file the Insurance Updates. 5.6 Other Financial Matters Pledge Securities and Policy Review will be held in Committee. 6.
