FINANCE COMMITTEE Meeting Minutes November 9, 2023, Regular Meeting The meeting was called to order by Chair Sweeney at 4:30pm on November 9, 2023, in Government Center Room 204. 1 ROLLCALL PRESENT: Jack Sweeney, Tylor Elm, and Mike Herrick VIRTUAL: Mayor Jim Paine, Linda Cadotte, Parks and Recreation Director, and Ida Sampson, ESD CITY STAFF PRESENT: Nick Rhinehart, Renee Hoff, Shana Ross, Fire Chief Camron Vollbrecht and Karie Markon OTHERS PRESENT: Shelley Nelson, and John Ramos. 2 APPROVAL OF MINUTES 2.1 Finance Committee (Meeting held October 12, 2023) Motion was made by Taylor Elm, seconded by Mike Herrick, and carried to approve the October 12, 2023, Finance Committee minutes. 3 OLD BUSINESS 3.1 Village of Superior – Fire Protection Contract 2024. Finance Director Rinehart spoke on the request made by the Village of Superior on the contract verbiage. A question and answer ensured based on Midwest CPI index versus the twin cities CPI2 for the 3rd quarter for billing percentages and it was also proposed to turn the contract into a multi-year contract. Motion was made by Jack Sweeney and seconded by Tylor Elm to approve the contract with the following modifications follow the 3rd quarter Midwest CPI index for the billing percentage and change the contract to a 3-year contract. 3.2 Review and Analyze proposal from Douglas County regarding the city’s future as a tenant at the Government Center. Motion was made by Tylor Elm, and seconded by Mike Herrick to hold in committee 4 NEW BUSINESS 4.1 Land Lease Amendment for charter Fishing Dock on Barker’s Island Director Rhinehart spoke on behalf of the charter fishing dock with background information. Linda Cadotte also spoke on behalf of the charter fishing dock. Motion was made by Mike Herrick and seconded by Tylor Elm to hold in committee the Land Lease Amendment for charter Fishing Dock on Barker’s Island. 4.2 James Crawford Sewage Credit Request James Crawford was not in committee to speak on his behalf. Motion was made by Mike Herrick and seconded by Tylor Elm to hold in committee the Sewage Credit for James Crawford. 4.3 2024 Crime Prevention Fund Budget Motion was made by Tylor Elm and seconded by Mike Herrick to approve the 2024 Crime Prevention Fund Budget. 4.4 Fire Department Related Budgets 4.3.1 2024 Fire Department Grant Budget 4.3.2 2024 Hazardous Materials Budget 4.3.3 2024 Fire Department Public/Private Partnership Budget Fire Chief Camron Vollbrecht spoke on behalf of each budget and what the funds are used for. Motion was made by Mike Herrick and seconded by Tylor Elm to approve the 2024 Fire Department Grant Budget, Hazardous Materials Budget and Fire Department Public/Private Partnership Budget. 4.5 2024 Planning Specials Revenue Budgets 4.5.1 2024 Economic Development Budget 4.5.2 2024 Affordable Housing Budget 4.5.3 2024 Redevelopment Authority Budget Motion was made by Tylor Elm and seconded by Mike Herrick to approve the 2024 Economic Development Budget, Affordable Housing Budget, and the Redevelopment Authority Budget 4.6 Douglas County Shared Services Agreement – Office Associate II Position Mayor Jim Paine spoke on behalf of the value this position has to the city. Motion was made by Mike Herrick and seconded by Tyler Elm to approve the Douglas County Shared Services Agreement – Office Associate II Position. 4.7 2023 Tax Increment Financing District 14 Annual Appropriation. Motion was made by Tylor Elm and seconded by Mike Herrick to approve the 2023 Tax Increment Financing District 14 Annual Appropriation. 4.8 Positively Superior Advertising Agreement – Amendment 1 Motion was made by Tylor Elm and seconded by Mike Herrick to approve the Positively Superior Advertising Agreement – Amendment 1. 4.9 Proposal Special Finance Committee Date 11/16/2023 for approval of the golf course budget No Action taken, hold in committee until the December meeting. 5. RECURRING BUSINESS 5.1 Golf Course Report and Financials September 2023 Motion was made by Tylor Elm and seconded by Mike Herrick to approve the September 2023 Golf Course Financials. 5.2 October 2023 Check Registers – 2023 Expenditures Motion was made by Tylor Elm, seconded by Mike Herrick and carried to approve October 2023 check register. 5.3 General Fund Financial Statements - 2023 and 2022 Expenditures vs Budget Analysis as of November 1, 2023. Finance Director Nick Rhinehart spoke on behalf, stating that the Budget is tracking well and is right on track. 5.4 Insurance Update Finance Director Nick Rhinehart spoke on the updates. 5.6 Other Financial Matters Pledge Securities and Policy Review will be held in Committee. Finance Director Nick Rhinehart spoke on behalf of the Pledge Securities with NBC bank. A question-and- answer period was ensured Bus Agreement and Payments related to Playground Program. Parks and Recreation Director Linda Cadotte spoke on behalf of the summer playground program and field trips provided for the children. A question-and-answer period was ensured. 6.
