FINANCE COMMITTEE Meeting Minutes January 11, 2024, Regular Meeting The meeting was called to order by Chair Sweeney at 4:30pm on January 11, 2024, in Government Center Room 204. 1 ROLLCALL PRESENT: Jack Sweeney, and Mike Herrick, (Tylor Elm absent) VIRTUAL: Jenny Van Sickle (alt), Parks and Recreation Director Linda Cadotte and Mayor Jim Paine CITY STAFF PRESENT: Nick Rhinehart, Ida Sampson, Shana Ross, Renee Hoff, Fire Chief Camron Vollbrecht and Karie Markon OTHERS PRESENT: Shelley Nelson, and John Ramos. 2 APPROVAL OF MINUTES 2.1 Finance Committee (Meeting held December 14, 2023) Motion was made by Mike Herrick, seconded by Jenny Van Sickle, and carried to approve the December 14, 2023, Finance Committee minutes. 3 OLD BUSINESS 3.1 Non-profit grant application – Douglas County Historical Society Nick Rhinehart spoke on behalf of the Historical Society Motion was made by Mike Herrick, seconded by Jack Sweeney, and carried to approve the Non-profit Grant application – Douglas County Historical Society. 3.2 Liability Insurance Fund Budget 2024. Nick Rhinehart spoke on behalf of the Liability Insurance Budget for 2024. Motion was made by Mike Herrick, seconded by Jack Sweeney, carried to approve the Liability Insurance Fund Budget 2024. 3.3 Superior Youth Organization Annual Report Motion was made by Mike Herrick, seconded by Jack Sweeney, to Receive and file the Superior Youth Organization Annual Report 4 NEW BUSINESS 4.1 Outdoor Water use Credit Review Ida Sampson spoke on behalf of the current outdoor water Credit. Motion was made by Mike Herrick, seconded by Jack Sweeney, carried to receive and file the Outdoor Water  use Credit. 4.2 Referred from City Council – Church of St. Alban The Martyr Grant Application Motion was made by Jack Sweeney, and seconded Mike Herrick, and carried to change grant period to 2023. Motion was made by Mike Herrick, and seconded Jack Sweeney, and carried to approve the Church of St. Alban The Martyr Grant 2023 Application. 5. RECURRING BUSINESS 5.1 Golf Course Report and Financials November 2023 Motion was made by Mike Herrick, and seconded by Jack Sweeney, to approve the November 2023 Golf Course Financials. 5.2 December 2023 Check Registers – 2023 Expenditures Motion was made by Mike Herrick, seconded by Jack Sweeney and carried to receive and file the December 2023 check register. 5.3 General Fund Financial Statements - 2023 and 2022 Expenditures vs Budget Analysis as of January 5, 2024. Motion was made by Jack Sweeney, seconded by Mike Herrick and carried to receive and file the General Fund Financial Statements – 2023 and 2022 Expenditures vs Budget Analysis as of January 5, 2024. 5.4 Insurance Update Finance Director Nick Rhinehart spoke on behalf of the insurance updates 5.5 Other Financial Matters Councilor Sweeney requested to start reviewing the policies and procedures, where Finance Director Rhinehart indicated that several will be reviewed at the February meeting. 6.
