FINANCE COMMITTEE Meeting Minutes March 14, 2024, Regular Meeting The meeting was called to order by Chair Sweeney at 4:30pm on March 14, 2024, in Government Center Room 204. 1 ROLLCALL PRESENT: Jack Sweeney, Tylor Elm, and Mike Herrick, VIRTUAL: Jenny Van Sickle (alt) CITY STAFF PRESENT: Jim Paine, Nick Rhinehart, Renee Hoff, Fire Chief Camron Vollbrecht and Karie Markon OTHERS PRESENT: Shelley Nelson, Johanna Cummins, Emma Hengemuhle, Calla Gilbrtson, John Ramos, Dan Walker, Sean Lentz 2 APPROVAL OF MINUTES 2.1 Finance Committee (Meeting held February 8, 2024) Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to approve the February 8, 2024, Finance Committee minutes. Chair Sweeney proposed to move item 4.3 above item 3.1 and 4.1 after item 5.2. 3 OLD BUSINESS 3.1 Humane Society of Douglas County 2024 Grant Application Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approval to amend the Humane Society of Douglas County 2024 Grant Application amount to $170,000 Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approve the Humane Society of Douglas County 2024 Grant Application 3.2 Humane Society of Douglas County City Facility Agreement Finance director Nick Rhinehart spoke on current lease agreement. Councilor Sweeney proposed to increase the Capital Improvement amount. Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approval to amend paragraph 8 from $1,000 to $2,000 Motion was made by Jack Sweeney and 2nd by Tylor Elm to receive and file the Capital Improvement increase. Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to approve the Humane Society of Douglas County 2024 City Facility Agreement. 4 NEW BUSINESS 4.2 Landfill Fees/Parkland Trailer Parks – Douglas County Fee Waiver Request Motion was made by Tylor Elm, and seconded by Mike Herrick, to hold in Committee the Landfill Fees/Parkland Trailer Parks – Douglas County Fee Waiver Request. 4.3 Proposed Debt Issuance 2024B for Electric Fire Truck Fire Chief Camron Vollbrecht spoke various areas of concern with the purchase of the new Electric Fire Truck. Sean Lentz spoke on the various way to finance the new vehicle. Motion was made by Tylor Elm, and seconded by Mike Herrick, and carried to approve the 15-year Proposed Debt Issuance 2024B Electric Fire Truck. 5. RECURRING BUSINESS 5.1 Preliminary Golf Course Financials 2023 Motion was made by Tylor Elm and seconded by Mike Herrick and carried to approval to receive and file. 5.2 Golf Course Report and Financials January 2024 Motion was made by Mike Herrick and seconded by Tylor Elm and carried to approval to receive and file. 4.1 Review and analyze proposal from Douglas County Regarding the city’s future as a tenant at the Government Center Upon a proper motion and second, the committee may convene in closed session under Wis. Stat. sec. 19.85(1) (e) for the purpose of deliberating strategies and setting parameters for the continued negotiation of rent and other terms relevant to the county’s proposed Agreement for city office within the Government Center. Motion was made by Tylor Elm, seconded by Mike Herrick, and approve to convene in closed session. Motion was made by Mike Herrick, seconded by Tylor Elm, and approve to return to open session. 5.3 February 2024 Check Registers – 2023 & 2024 Expenditures Motion was made by Tylor Elm and seconded by Mike Herrick and carried to approval to receive and file February 2024 Check Register – 2023 & 2024 Expenditures. 5.4 General Fund Financial Statement – 2023 and 2024 Expenditure vs Budget Analysis as of February 23, 2024 Motion was made by Tylor Elm and seconded by Mike Herrick and carried to approval to receive and file the General Fund Financial Statement – 2023 and 2024 Expenditure vs Budget Analysis as of February 23,2024 5.5 American Rescue Plan Act (ARPA) Fund Budget Review Motion was made by Tylor Elm and seconded by Mike Herrick and carried to approval to receive and file. the American Rescue Plan Act (ARPA) Fund Budget Review. 5.6 Insurance Update 5.7 Other Financial Matters Pledge Security Review 6.
