FINANCE COMMITTEE Meeting Minutes
January 28, 2025, Regular Meeting
The meeting was called to order by Chair Sweeney at 4:32 pm on January 28, 2025, in
Government Center Room 204.

PRESENT: Jack Sweeney, Tylor Elm, and Mike Herrick

CITY STAFF PRESENT: Nick Rhinehart (Finance Director), Renee Hoff (Assistant Finance Director),
Jane Darwin, Darienne McNamara (Environmental Regulatory Coordinator), Todd Janigo (Public Works
Director), Jason Serck (Planning, Economic Development & Port Director), and Camron Vollbrecht (Fire
Chief) and Karie Markon
OTHERS PRESENT: Shelley Nelson, Katelyn Baumann, Jordan Stish, Danielle Godnik-Anderson
2 APPROVAL OF MINUTES
2.1 Finance Committee (Meeting held December 12, 2024)
Motion was made by Tylor Elm, seconded Mike Herrick, and carried to approve the Finance Committee
minutes held December 12, 2024
3 OLD BUSINESS
3.1 Landfill Budget 2025
Landfill Budget will be held in Committee
3.2 Superior Public Museums RFP Review
Superior Public Museums RFP Review will be held in Committee
Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to hold in Committee the Landfill
Budget 2025 and the Superior Public Museums RFP Review.
4 NEW BUSINESS
4.1 Captain J’s Mini Golf Land Lease Amendment
Jason Serck spoke on the past history of the Lease Amendment with Captain J’s Mini Golf. A question-and-
answer period was ensured.
Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approve the Captain J’s Mini Golf
Land Lease Amendment.
5 RECURRING BUSINESS
5.1 Golf Course Report and Financials December 2024
Finance Director Nick Rhinehart spoke on the December 2024 golf course report and year end Financials. The
Golf Course had a great year, they didn’t meet budget, but was extremely close. Overall the Golf Course is
doing well.
Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approve and file the Golf Course
Report and Financials December 2024
5.2 October, November and December 2024 Check Registers – 2024 Expenditure
Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approve and file the October,
November, and December 2024 Check Register – 2024 Expenditure
5.3 General Fund Financial Statement – 2024 Expenditure vs Budget Analysis as of
January 20, 2025
Finance Director Nick Rhinehart spoke on the statements, as they weren’t finished yet as there were still some
adjustments needed to be made for the year end, overall were looking good.
Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approve and file the General Fund
Financial Statement – 2024 Expenditure vs Budget Analysis as of January 20, 2024.
5.4 American Rescue Plan Act (ARPA) Fund Budget Review
Finance Director Nick Rhinehart spoke on the budget and the obligations that were locked in and the remaining
funds that would be allocated
Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approve and file the American
Rescue Plan Act (ARPA) Fund Budget Review.
5.5 Insurance Update
Finance Director Nick Rhinehart spoke on working with the new company and how very pleased he was
working with them. A question-and-answer period was ensued.
No motion was made by Committee
5.6 Other Financial Matters
Fire Chief Camron Vollbrecht brought it to the attention of the Committee that the current contract with the
Town of Superior does not include payment for depreciation on use of City vehicles and equipment. A
question-and-answer period was ensued.
