FINANCE COMMITTEE Meeting Minutes May 27, 2025, Regular Meeting The meeting was called to order by Chair Sweeney at 4:30 pm on May 27, 2025, in Government Center Room 204. 1 ROLLCALL PRESENT: Jack Sweeney, Tylor Elm, Mike Herrick and Brent Fennessey (committee alt.) VIRTUAL: Ida Sampson (Public Works) CITY STAFF PRESENT: Nick Rhinehart (Finance Director), Mayor Jim Paine, Cameron Vollbrecht (Fire Chief), Starr Bowers (Legal) and Frog Prell (Legal) OTHERS PRESENT: Shelley Nelson, Katelyn Baumann, Jordan Stish, Dale Koziol and Garner Moffat. 2 APPROVAL OF MINUTES 2.1 Finance Committee (Meeting held March 25, 2025) Motion was made by Tylor Elm, seconded Mike Herrick, and carried to approve the Finance Committee minutes held March 25, 2025. Chair Sweeney proposed to move 3.1 and 3.2 to before Recurring Business 3 OLD BUSINESS 3.1 Village of Superior – Fire Protection Contract Councilor Sweeney proposed adding a capital cost surcharge to the existing fire protection agreement with the Village of Superior. Per Fire Chief Vollbrecht, the proposed charge would amount to approximately $55 per call. The City is currently in the middle of a three-year agreement with the Village (2024–2026), so implementing this change would require either Village consent to amend the current contract or early termination and renegotiation. Finance Director Rhinehart advised against introducing additional charges during the existing contract term. Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to hold in committee for 2 months. 3.2 Superior Public Museum RFP Review Chair Councilor Sweeney spoke on the need to update the contract to include the cost of vehicles and equipment. The need was addressed in approval of the current contract and known that an updated re- negotiated contract would need to be re-approved. Motion was made by Mike Herrick, seconded by Tyler Elm, and carried to move into closed session at 5:35pm Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to move out of closed session at 6:25pm Motion was made by Tylor Elm, seconded by Mike Herrick, and carried for the City of Superior to internally operate the museum versus contract with an outside entity. 4 NEW BUSINESS 4.1 Election of Chair and Vice-Chair Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approve Jack Sweeney as chair of the Finance Committee. Motion was made by Jack Sweeney, seconded by Mike Herrick, and carried to approve Tylor Elm as vice-chair of the Finance Committee. 4.2 Referred from City Council - COUNCILOR SWEENEY AND COUNCILOR VAN SICKLE recommend approval of O25-4385, an ordinance amending City Code, Chapter 2 – Administration Article I – In General. Motion was made by Mike Herrick, seconded by Tylor Elm, and carried to hold in committee. 4.3 Refund Request – Recycling Fees 412 27th Ave E No action was taken on this item 5 RECURRING BUSINESS 5.1 Golf Course Report and Financials April 2025 Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to approve and file the Golf Course Report and Financials April 2025. 5.2 March 2025 Check Register – 2024 expenditures Motion was made by Tylor Elm, seconded Mike Herrick, and carried to receive and file the March 2025 Check Register – 2024 expenditures 5.3 March 2025 Check Register – 2025 Expenditures Motion was made by Mike Herrick, seconded Tylor Elm, and carried to receive and file the March 2025 Check Register – 2025 expenditures 5.4 April 2025 Check Register Motion was made by Tylor Elm, seconded Mike Herrick, and carried to receive and file the April 2025 Check Register 5.5 General Fund Financial Statement – 2024 and 2025 Expenditure vs Budget Analysis as of May 2, 2025 Finance Director Nick Rhinehart spoke on the Fund, stating that the final financial statements for the 2024 year end had been sent to Tilly Baker for audit review. A question and answer period was ensured. Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to receive and file the General Fund Financial Statement – 2024 and 2025 Expenditure vs Budget Analysis as of May 2, 2025. 5.6 American Rescue Plan Act (ARPA) Fund Budget Review Finance Director Nick Rhinehart spoke on the budget, as nothing new has transpired and were at a point that all that was need was to just track the expense spend down of these projects’ obligations. Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to receive and file the American Rescue Plan Act (ARPA) Fund Budget Review. 5.7 Insurance Update Finance Director Nick Rhinehart spoke briefly on insurance updates. Motion was made by Tylor Elm, seconded by Mike Herrick, and carried to receive and file the Insurance Updates 5.8 Other Financial Matters Finance Director Nick Rhinehart gave a brief update about the Policy and Procedures Review, Enterprise Resource Planning Software (ERP), and Summer Internship program. 6.
