Historic Preservation Commission City of Superior Thursday August 19, 2021 5:30 p.m. The HPC meeting for the city of Superior was called to order by Jeff Skrenes at 5:31 p.m. The meeting was held at City Hall in room 204. ROLL CALL Members Present: Tim Meyer, Brian Finstad, Matt Osterlund, Kathleen Laakso Member Absent: Tom Wondolkowski Staff Present: Jeff Skrenes Others Present: Bobbi Morningstar, Keith Hoffman APPROVAL OF MINUTES MOTION by Tim Meyer, seconded by Kathleen Laakso, and carried unanimously to approve the minutes of the June 21, 2021 meeting. NEW BUSINESS Application for Certificate of Appropriateness of exterior stair renovation at 1011 Weeks Avenue Housing Coordinator/Planner Jeff Skrenes introduced the application. He explained the process for permits and certificates of appropriateness per city code. Owners of municipally designated historic properties notify building inspections of intent to do exterior modifications. Building inspectors issue a certificate of appropriateness if no permit is required AND if they have criteria made available to them by the HPC. If they are unable to independently issue a CoA, it is referred to the HPC for review. In this case, the applicant has notified building inspections but has not had the plans referred from there to the HPC. However, no guidelines have been provided from the HPC to Building Inspections yet, so the HPC is taking up the application under the knowledge that it will be referred here anyway. The body is only reviewing the appropriateness of the plans in relation to the historic nature of the property. The HPC is not issuing a building permit or determining whether such a permit is necessary. Bobbie Morningstar explained her plans as provided to the committee, and intends to build a set of stairs on the side of the house where none are currently constructed but where there is an existing exterior door. She also plans on replacing concrete block steps in the rear with a similar design. The stairs would have a hand rail and spindles, and would be similar in style to the front porch. MOTION to approve the application for a Certificate of Appropriateness for stair construction and repair at 1011 Weeks Avenue, made by Brian Finstad and seconded by Matt Osterlund, carried unanimously.
