Historic Preservation Commission City of Superior Wednesday, October 13 2021 5:30 p.m. The HPC meeting for the city of Superior was called to order by Jeff Skrenes at 5:32 p.m. The meeting was held at City Hall in room 270. ROLL CALL Members Present: Tim Meyer, Brian Finstad, Matt Osterlund, Kathleen Laakso Member Absent: Tom Wondolkowski Staff Present: Jeff Skrenes Others Present: Constance Vork APPROVAL OF MINUTES MOTION by Brian Finstad, seconded by Matt Osterlund, and carried unanimously to approve the minutes of the August 19, 2021 meeting. NEW BUSINESS Nomination of 2113-2115 Ogden Avenue for historic designation Jeff Skrenes explained the staff recommendation for approval. The parcel as a whole may be nominated, or each of the five structures may be nominated individually. Given that the person associated with historic designation - Fred Loss, a carpenter, builder, and eventual Superior alderman - may not have built the two-stall garage or storage shed, those structures should be considered only for architectural significance if nominated separately. The owner, Constance Vork, supported a nomination of the entire parcel. MOTION by Matt Osterlund, seconded by Brian Finstad, and carried unanimously to approve the historic designation of 2113-2115 Ogden Avenue, which meets the criteria for historic structures, sites, and districts. Jeff Skrenes notified the committee that designation requires publication of a notice for a public hearing. This process was unfamiliar to staff and committee members, and as a result 1011 Weeks Avenue did not yet have that full hearing. Both the Weeks Ave and Ogden Ave properties may be considered at the same meeting. MOTION by Brian Finstad, seconded by Kathy Laakso, and carried unanimously to set a public hearing for 6:30 p.m. on November 2, 2021 to formally add the properties located at 1011 Weeks Avenue and 2113-2115 Ogden Avenue to the Municipal Register of Historic Places. Jeff Skrenes passed out preliminary materials for how City staff and the HPC will determine when a Certificate of Appropriateness is needed and how they are issued. A full set of documents will be ready for the committee by the November meeting. OTHER BUSINESS Brian Finstad asked to have a brief discussion on nominating municipally owned structures such as the Fairlawn and Meteor. Staff will advise the committee on procedures and potential benefits by the November meeting. ADJOURNMENT The meeting adjourned at 6:07 p.m. Minutes prepared by Jeff Skrenes
