HISTORIC PRESERVATION COMMITTEE Minutes September 13, 2023 Meeting The meeting was called to order by Vice Chair Brian Finstad at 5:40 p.m. on September 13, 2023 in Government Center Room 270. 1 ROLL CALL PRESENT: Brian Finstad, Matt Osterlund, Kathy Laakso VIRTUAL: None ABSENT: Tim Meyer, Tom Wondolkowski CITY STAFF and OFFICIALS PRESENT: Jeff Skrenes, Mayor Jim Paine OTHERS PRESENT: Shelly Nelson, John Ramos 2 APPROVAL OF MINUTES 2.1 MOTION to approve the August 16, 2023 special meeting minutes, made by Member Brian Finstad, seconded by Member Kathy Laakso, carried unanimously. 3 OLD BUSINESS 3.1 Housing Coordinator/Planner Jeff Skrenes updated the Committee on the Princess Theater roof repair. Architectural plans are 100% complete, structural engineer plans are undergoing a final review, and once complete the City can put out an RFP for the roof repair. The City is also finalizing a contract with a historic plaster and paint specialist to document historic elements prior to roof reconstruction. 3.2 Proposed Code Changes re: Certificate of Appropriateness – Housing Coordinator Skrenes presented proposed changes to City of Superior Municipal Code to improve the Certificate of Appropriateness process and bring the City in line with Certified Local Government eligibility. 3.2.1 MOTION that the HPC recommend to the Planning Commission to replace Article III, Sec. 98-90 (a) through (d) with the language provided by staff at the September 13, 2023 HPC meeting. Clerical, numeric, and other formatting changes may be made without further review, as well as removal of any duplicative language in Article III created by this addition. Substantive changes in content shall be reviewed by the HPC prior to the changes being sent to the Common Council, made by Member Brian Finstad, seconded by Member Matt Osterlund, carried unanimously. 4 NEW BUSINESS 5 RECURRING BUSINESS 6 ADJOURNMENT Meeting adjourned at 6:12 p.m. Respectfully submitted by Jeff Skrenes.
