HUMAN RESOURCES COMMITTEE Meeting Minutes February 19, 2024 Regular Meeting The meeting was called to order by Vice Chair Van Sickle at 5:00 p.m. on February 19, 2024 in room 204 of the Government Center. 1 ROLL CALL MEMBERS PRESENT: Jenny Van Sickle, Jack Sweeney, Mark Johnson CITY STAFF PRESENT: Beth Archer, Chris Carlson, Bob Eastman, Sean Holmgren, Cammi Janigo, Todd Janigo (virtual), Darienne McNamara (virtual), Mayor Paine (virtual), Frog Prell, Steve Roberts (virtual), Becky Scherf (virtual), Jason Serck (virtual), Cam Vollbrecht, Deb Williams, Paul Winterscheidt OTHERS PRESENT: Nicholas Alexander (virtual), Rich Burghaus, Erica Champaigne (virtual), Shelley Nelson, Ephraim Nikoi, John Ramos, John (virtual), Jade Wong 2 APPROVAL OF MINUTES 2.1 Human Resources Committee (Meeting held January 22, 2024) MOTION by Johnson, seconded by Sweeney. Motion carried. 3 NEW BUSINESS 3.1 Proposal from the Mayor’s Commission on Communities of Color to recognize Juneteenth as a City holiday. Ephraim Nikoi and Jade Wong with the Mayor’s Commission on Communities of Color gave a brief presentation on the history and significance of Juneteenth; a holiday commemorating the end of slavery in the United States. They requested that the committee consider recognizing the holiday for City employees to showcase the City’s efforts towards promoting diversity and inclusion. MOTION by Johnson, seconded by Sweeney to hold in committee until the April HRC meeting. Motion carried. Erica Champaigne joined the meeting virtually at 5:08 pm. John joined the meeting virtually at 5:18 pm. Ephraim Nikoi and Jade Wong left the meeting at 5:20 pm. 3.2 Review job description for the new Facilities Management Manager position. Mayor Paine provided an overview of the new position, which he hopes to fill by this summer. The individual in this position would be responsible for overseeing the HUMAN RESOURCES COMMITTEE – 02/19/2024 Mtg (Meets monthly on 3rd Monday at 5 p.m.) Page 1 of 4 Building & Grounds crew and providing maintenance for several City owned properties. (They could also assist with City owned, but not managed buildings such as the Animal Shelter, Museums, Senior Center, etc.) They would also oversee the project management of several upcoming construction projects. Committee members provided recommendations for updates to the job description, which will be brought back for further discussion at the March HRC meeting. MOTION by Sweeney, seconded by Johnson to hold in committee until the March HRC meeting. Motion carried. 3.3 Requests to fill: 3.3.1 Limited Term Light Equipment Operator at Landfill. MOTION by Johnson, seconded by Sweeney. Motion carried. Darienne McNamara left the meeting virtually at 5:56 pm. Becky Scherf left the meeting virtually at 5:58 pm. 3.3.2 New Coordinated Response Specialist position in Police Department. Committee members requested that the current CRS provide an update in the form of an annual report at the March HRC meeting before approving. MOTION by Johnson, seconded by Sweeney to hold in committee until the March HRC meeting. Motion carried. Mayor Paine left virtually at 6:01 pm. 3.3.3 Staff Assistant/Planning Technician MOTION by Van Sickle, seconded by Sweeney. Motion carried. Jason Serck and John left the meeting virtually at 6:15 pm. 3.3.4 Firefighter (2 positions) MOTION by Johnson, seconded by Sweeney. Motion carried. 3.3.5 Police Officer (4 positions) MOTION by Sweeney, seconded by Johnson. Motion carried. 3.4 Request to increase Police Department by 1 Officer for the COSSAP Wisconsin Deflective Initiative Grant for the duration that the grant is funded. Police Chief Winterscheidt explained that the funding they received through the COSSAP Wisconsin Initiative Grant provides the funding for their current Deflection Resource Officer; a sworn officer position in their Coordinated Outreach Response Team. The officer in this role came from street patrol, so hiring an additional officer HUMAN RESOURCES COMMITTEE – 02/19/2024 Mtg (Meets monthly on 3rd Monday at 5 p.m.) Page 2 of 4 would allow the department to backfill that spot. Increasing department strength is also necessary if they wish to receive the funding from this grant. The additional officer would be hired for the duration of the grant, which is set to expire on September 30, 2024 unless approved beyond that. If it is not approved, they will reduce their staffing to their current level through attrition, due to retirements. MOTION by Sweeney, seconded by Johnson. Motion carried. 3.5 Approve IAFF Fire Union Contract for years 2024 through 2025. MOTION by Johnson, seconded by Sweeney. Motion carried. 3.6 WPPA Police Union Grievance #01-27-24 – Employees did not receive wage step increase (can refer to closed session for deliberation). The committee members and attendees listened to the WPPA Police Union grievance in open session. (The committee members reconvened for deliberation in closed session at the end of the meeting.) Nick Alexander left the meeting virtually at 7:37 pm. 4 RECURRING BUSINESS 4.1 Receive and file monthly personnel report for January 2024. The committee received and filed. 4.2 Human Resources updates No action required. 5 OLD BUSINESS 5.1 Request to fill ESD Safety & Loss Prevention Coordinator position. Committee members reviewed the updated job description along with examples of safety plans/projects/programs implemented by this position. (Requested during the January HRC meeting.) Councilor Van Sickle recommended that an annual report be prepared and submitted to the Public Works Committee on an annual basis. MOTION by Van Sickle, seconded by Johnson, to approve the request to fill and the job description, with a provision to add an additional item (#18 under typical tasks); “To prepare and submit an annual report to the Public Works Committee every January.” Motion carried. 5.2 Review current City take home vehicle policy. No discussion was had on this item. MOTION by Johnson, seconded by Sweeney, to table indefinitely. Motion carried. Erica Champaigne, Todd Janigo, and Steve Roberts left the meeting virtually at 8:00 pm. 5.3 WPPA #27 Police Union Negotiations (refer to closed session) Closed under Wisconsin Statute 19.85(1) (c) Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. MOTION by Sweeney, seconded by Johnson, to go into closed session at 8:01 pm. (For the grievance deliberation and police negotiations) MOTION by Johnson, seconded by Sweeney, to go back into open session at 9:11 pm. A decision on the WPPA grievance was postponed to obtain legal clarification from City Attorney Prell.
