HUMAN RESOURCES COMMITTEE Meeting Minutes
February 29, 2024 Special Meeting
The meeting was called to order by Chair Ludwig at 4:01 p.m. on February 29, 2024 in room 204 of the
Government Center.
1 ROLL CALL
MEMBERS PRESENT: Ruth Ludwig, Jenny Van Sickle, Jack Sweeney, Mark Johnson (virtual)
CITY STAFF PRESENT: Beth Archer, Cammi Janigo, Taavi Mattson, Nick Rhinehart, Paul
Winterscheidt (virtual)
OTHERS PRESENT: Rich Burghaus (virtual)
2. OLD BUSINESS
2.1 WPPA Police Union Grievance #01-27-24 – Employees did not receive wage step
increase (can refer to closed session for deliberation).
MOTION by Sweeney, seconded by Van Sickle, to go into closed session at 4:06
pm.
Closed under Wisconsin Statute 19.85(1) (c) Considering employment, promotion, compensation, or
performance evaluation data of any public employee over which the governmental body has jurisdiction
or exercises responsibility.
MOTION by Sweeney, seconded by Van Sickle, to go back into open session at
4:58 pm.
The committee reached a decision to deny the grievance. The reason being that
there was a signed contract between the two parties, and the contract is binding.
3. ADJOURNMENT
Meeting was adjourned at 5:03 p.m.
