PLAN COMMISSION MEETING MINUTES CITY OF SUPERIOR Wednesday, March 17, 2021 The Plan Commission Meeting for the City of Superior was called to order by Mayor Paine at 4:00 p.m. in Board Room 201. ROLL CALL Members present: Mayor Jim Paine, , Tylor Elm (Via phone), Anne Porter (Via phone), Brent Fennessey (Via phone), Brian Finstad, Dave Strum (Via phone) Members excused: Anthony Scalvi, Dennis Dalbec, Esther Dalbec Staff present: Jason Serck, Allison Johnson Others present: Kimberly Moen, Robyn Tozer, Dave Evanson There being a quorum present, the meeting was in order. APPROVAL OF MINUTES MOTION by Commissioner Elm, seconded by Fennessey, and carried to unanimously approve the minutes of February 17, 2021. NEW BUSINESS 1. Review and approval of small business grant application from Wine Beginnings. SBGP 21-04 MOTION by Commissioner Fennessey, seconded by Elm, and carried to unanimously approve the small business grant application for Wine Beginnings. 2. Review and approval of small business grant application from Imperium Chiropractic. SBGP 21-05 MOTION by Commissioner Elm, seconded by Strum, and carried to unanimously approve the small business grant application for Imperium Chiropractic. 3. HCI Limited Partnership’s request to submit a Certified Survey Map for property located at 2929 Halvor Lane. CSM 21-01 MOTION by Commissioner Fennessey, seconded by Strum, and carried to unanimously approve the Certified Survey Map for 2929 Halvor Lane.  4. Review and approval of the proposed City of Superior Land Grant program to encourage redevelopment of residential infill lots. Planning, Economic Development and Port Director Serck, stated that the City has been marketing a dozen buildable City-owned Lots for sale for the past few years with very little traction. In an attempt to spur affordable single family home construction a program has been drafted that would grant the properties to successful applicants to build on. Applicants could be a developer, contractor or a single family planning to build and occupy the home post construction. An owner occupancy requirement will be in place for the program and applicants will need to enter into a development agreement prior to granting the land. Commissioner Elm asked if there was interest in limiting the number or times someone can apply to the program and the number of properties they can acquire. Mayor Paine clarified that in this case the land has not been sold for several years and the goal is to get as many of these properties developed and on the tax roll. Commissioner Fennessey questioned the owner occupancy requirement for potential multi-family developments and suggested a twin-home model that would allow for home ownership of each unit. Serck clarified that there is one parcel large enough and zoned properly to allowed for townhouse development so that could be a possibility. Commissioner Finstad agreed that this lot in this particular neighborhood is primarily rental properties and an owner-occupied single or multi-family development would help stabilize the area, but he understands the need to be flexible to get new construction in the area. MOTION by Commissioner Fennessey, seconded by Finstad, and carried to amend the program description to read “Parcels will not be granted to applicants with plans to use the property as a rental unit. ,unless it is a multi-family development project.”. MOTION by Commissioner Elm, seconded by Fennessey, and carried to unanimously approve the amended version of the City of Superior Land Grant Program.
