PLAN COMMISSION Minutes April 17, 2024 Regular Meeting The meeting was called to order by Chair Paine at 4:01 pm on April 17, 2024 in Government Center Room 204. 1 ROLL CALL PRESENT: Jim Paine, Brent Fennessey, Lindsey Graskey, Brian Finstad, and Garner Moffat VIRTUAL: Anne Porter ABSENT: CITY STAFF PRESENT: Director Serck, Tech Granlund, Chief of Staff Scherf OTHERS PRESENT: Shelly Nelson, Lyle Kunert, Lori Quam, Robert Lillegard, Dakotah Canty, Sam Marin, Zeshaan Sarwar, Nicole Samuelson, Faith Gott, Carson Giddingz, Izzy Botz, Grace Hurst, Morgan Biessenser, Zaakir Hasson, Jared Lahrer, Jack Siater, Raymond Spillane, James Fakk, Rebecca Scherf, and James Gittemuer. 2 APPROVAL OF MINUTES 2.1 Plan Commission Minutes (March 20, 2024) MOTION to approve March 20, 2024, minutes by Commissioner Fennessey, seconded by Commissioner Graskey. Carried. 3 OLD BUSINESS 4 NEW BUSINESS 4.1 Small Business Grant Application Review & Recommendation a. Duluth’s Best Bread b. Superior Guns and Ammo Commissioner Paine introduced the Duluth’s Best Bread grant application, representative was present. MOTION to approve Duluth’s Best Bread grant and recommend to the City Council by Commissioner Moffatt, seconded by Commissioner Finstad. Carried. Commissioner Paine introduced the Superior Guns and Ammo grant application, representative was present. MOTION to approve Superior Guns and Ammo grant and recommend to the City Council by Commissioner Fennessey, seconded by Commissioner Graskey. Carried. Commissioner Paine inquired on Small Business Grant budget fund. Small Business Grant fund totals will be provided at the May meeting. Students from the University of Minnesota Duluth, Intro to Urban Planning class attended the meeting, short discussion about the Plan Commission.
