PLAN COMMISSION Minutes September 18, 2024 Regular Meeting The meeting was called to order by Chair Paine at 4:00 pm on September 18, 2024 in Government Center Room 204. 1 ROLL CALL PRESENT: Jim Paine, Brent Fennessey, Lindsey Graskey, Garner Moffat, Lynn Wohlwend and Anne Porter VIRTUAL: Stephanie Falkers and Michael Lamb ABSENT: Brian Finstad CITY STAFF PRESENT: Director Serck, Tech Granlund, and Jeff Skrenes OTHERS PRESENT: Shelley Nelson, Jake Kaufman, and Colin Zervas 2 APPROVAL OF MINUTES 2.1 Plan Commission Minutes (August 21, 2024) MOTION to approve August 21, 2024, minutes by Commissioner Fennessey, seconded by Commissioner Porter. Carried. 3 OLD BUSINESS 4 NEW BUSINESS 4.1 Small Business Grant Application Review & Recommendation a. Uffda Kombucha b. Havana’s Tech Granlund introduced the two small business grant applicants: Uffda Kombucha and Havana’s. Both applicants had representatives present. MOTION to approve both small business grant applications by Commissioner Garner seconded by Commissioner Fennessey. Carried. 5 RECURRING BUSINESS 5.1 Zoning Code Update Stephanie Falkers and Michael Lamb representing SRF attended the meeting virtually to continue presenting and discussing the zoning code update with the steering committee. SRF described the character areas throughout the city. During the zoning code update process the past, present and potential future of neighborhoods will be explored. Commissioners discussed throughout the presentation. A new presentation and discussion to be continued at the November Plan Commission meeting. PLAN COMMISSION MINUTES ‐ 9/18/24 Mtg (Meets monthly on 3RD Wednesday of each month) Page 1 of 2 5.2 Housing Coordinator Update Jeff Skrenes, Housing Coordinator and Planner gave updates about the Historic Preservation Committee and possible changes to the code regarding historic designation that could be brought forward to the Plan Commission. Wade Hill representing New York Ave Properties submitted updated plans house plans that had been shared with the commissioners. Director Serck recommends approving. Carried. 5 RECURRING BUSINESS 5.1 Zoning Code Update Commissioner Paine introduced SRF. Stephanie Falkers and Michael Lamb representing SRF attended the meeting in person presenting the kickoff of the first zoning ordinance update to the steering committee reviewing the intent and process of the zoning code update. Stephanie asked the commissioners what they think of when they hear the word zoning, commissioners went around the room and answered. Stephanie discussed the intent, opportunities, process, phases and adoption of the new zoning ordinances.
