PLAN COMMISSION Minutes August 21, 2024 Regular Meeting The meeting was called to order by Chair Paine at 4:00 pm on August 21, 2024 in Government Center Room 270. 1 ROLL CALL PRESENT: Jim Paine, Brent Fennessey, Lindsey Graskey, Garner Moffat, Brian Finstad, Lynn Wohlwend and Anne Porter VIRTUAL: ABSENT: CITY STAFF PRESENT: Director Serck and Tech Granlund OTHERS PRESENT: Vicki Nelson, Wade Hill, Keving Kalligher, Stephanie Falkers and Michael Lamb 2 APPROVAL OF MINUTES 2.1 Plan Commission Minutes (June 19, 2024) MOTION to approve June 19, 2024, minutes by Commissioner Graskey, seconded by Commissioner Porter. Carried. 3 OLD BUSINESS 4 NEW BUSINESS 4.1 Vacant to Value: New Construction Application Review & Recommendation a. New York Avenue Properties – 16XX Iowa Avenue Director Serck introduced the Vacant to Value: New Construction program and the application for 16XX Iowa Avenue. Representatives attended in person. Wade Hill representing New York Ave Properties submitted updated plans house plans that had been shared with the commissioners. Director Serck recommends approving. MOTION to approve the Vacant to Value: New Construction application for New York Ave Properties – 16XX Iowa Avenue by Commissioner Fennessey seconded by Commissioner Moffat. Carried. 5 RECURRING BUSINESS 5.1 Zoning Code Update Commissioner Paine introduced SRF. Stephanie Falkers and Michael Lamb representing SRF attended the meeting in person presenting the kickoff of the first zoning ordinance update to the steering committee reviewing the intent and process of the zoning code update. Stephanie asked the commissioners what they think of when they hear the word zoning, commissioners went around the room and answered. Stephanie discussed the intent, opportunities, process, phases and adoption of the new zoning ordinances. Michael PLAN COMMISSION MINUTES - 8/21/24 Mtg (Meets monthly on 3RD Wednesday of each month) Page 1 of 2 Lamb discussed community engagement, formats, trends, best practices, and the different types of codes for zoning. The existing code discussed likes, dislikes, implementation difficulties and what to include with the new code. Stephanie discussed the current neighborhoods and districts with the existing zoning in each area. Commissioners discussed throughout the presentation. Cap’n J’s Miniature Golf d. Alchemy e. Outdoor North Director Serck reviewed the five small business grant applications. All applicants present. Discussion about small business grant funds in the future and promotion of the small business grant. Commission will discuss the small business grant at the December Plan Commission meeting. Carried. 4.3 Vacant to Value: New Construction Application Review & Recommendation a. Bachand Group – 2640 John Avenue Director Serck introduced the Vacant to Value: New Construction application for 2640 John Avenue. Representatives joined online. Jason recommends approving. Aiden Bachand spoke about the proposed home to be placed at 2640 John Avenue. Commissioner Porter asked about the contingency of owner occupancy, Jason Serck confirmed this program is for owner occupancy as part of this program. Discussion about other available of City owned lots. Commissioner Paine would like to discuss remaining Vacant to Value: New Construction lots at next Plan Commission meeting. MOTION to approve the Vacant to Value: New Construction application for Bachand Group – 2640 John Avenue by Commissioner Fennessey seconded by Commissioner Graskey. Carried. 4.4 Scenery & Home Superior Landscaping Grant 2024 Recommendations b. 505 39th Avenue East c. 801 N 20th Street d. 1102 Fisher Avenue e. 1604 N 20th Street Tech Granlund and Director Serck introduced the 2024 Scenery & Home Superior Landscaping grant. Discussed last year grant recipients’ maintenance visits and the future of the grant since this is year two of the pilot. MOTION to approve all four 2024 Scenery & Home Superior Landscaping Grant applications by Commissioner Porter seconded by Commissioner Graskey. Carried. 4.5 Vape Ordinance Review Director Serck discussed the new vape ordinance and reasoning for creating the ordinance. Commissioner Paine added this part of a three-part plan, first with zoning, second license and fees, lastly public safety. Commissioners and Council discussed the proposed ordinance and the adoption of the new vape ordinance. Discussed adding CBD along with the vape ordinance it was decided against adding CBD into this ordinance. Discussed sign limitations and if they will apply to current stores, it was decided the sign limitation will be applied to existing stores. Wording change was discussed and agreed on c. to include R1A, R1B, R2, R3, R4 and SUB. MOTION to approve the Vape Ordinance including the amended sign limitation and the districts businesses to be applied to current stores by Commissioner Paine suggested Motion to approve Porter seconded by Commissioner Graskey. Carried. 5 RECURRING BUSINESS PLAN COMMISSION MINUTES - 6/19/24 Mtg (Meets monthly on 3RD Wednesday of each month) Page 2 of 3 5.1 Zoning Code Update Director Serck spoke about the kickoff meeting with SRF for the zoning code update contract. The Plan Commission will be the steering committee for the zoning code update. Representatives from SRF will attend the next Plan Commission meeting. Commissioner Paine requested a presentation on what a zoning code is to help everyone develop a vision. 5.2 Housing Coordinator Update Director Serck gave updates for Jeff Skrenes. Changes for the Historic Preservation Committee will be brought to the Plan Commission on how historical designation is followed through with transfers and regulations on removal from historical designation.
