PLAN COMMISSION Minutes November 20, 2024 Regular Meeting The meeting was called to order by Chair Paine at 4:01 pm on November 20, 2024 in Government Center Room 270. 1 ROLL CALL PRESENT: Jim Paine, Brent Fennessey, Lindsey Graskey, Garner Moffat, Lynn Wohlwend, Brian Finstad and Anne Porter VIRTUAL: Suzanne Flug, Jane Darwin, Stephanie Falkers and Michael Lamb ABSENT: CITY STAFF PRESENT: Director Serck, Tech Granlund, and Jeff Skrenes OTHERS PRESENT: Shelley Nelson, Robert Krzyzanowski, Christopher Conrad, Wade Hill, Jesse Carlson, Ryan Nelson and Camron Vollbrecht 2 APPROVAL OF MINUTES 2.1 Plan Commission Minutes (September 18, 2024) MOTION to approve September 18, 2024, minutes by Commissioner Fennessey, seconded by Commissioner Graskey. Carried. 3 OLD BUSINESS 4 NEW BUSINESS 4.1 Flug Vacation request review and recommendation Director Serck introduced the alley vacation request located off N 28th St and Billings Drive along with the homeowners plans for the property with the alley vacation. The applicant representative attended virtually. Director Serck recommends approving. MOTION to approve alley vacation request by Commissioner Moffat, seconded by Commissioner Fennessey. Carried. 4.2 Review and approval of Vacant to Value: New Construction application for 18XX E 5th Street.V2VNC 24-03 Director Serck introduced the Vacant to Value: New Construction program application for 18XX East 5th Street. Christopher Conrad, the applicant, attended in person. Director Serck recommends approving. MOTION to approve Vacant to Value: New Construction request by Commissioner Finstad, seconded by Commissioner Graskey. Carried. 4.3 Review and approval of Vacant to Value: New Construction application for 1017 Fisher Avenue.V2VNC 24-04 PLAN COMMISSION MINUTES - 11/20/24 Mtg (Meets monthly on 3RD Wednesday of each month) Page 1 of 3 Director Serck introduced the Vacant to Value: New Construction program and the application for 1017 Fisher Avenue. Wade Hill, representing New York Ave Properties attended in person. Director Serck recommends approving. MOTION to approve Vacant to Value: New Construction request by Commissioner Graskey, seconded by Commissioner Fennessey. Carried. 4.4 Force 1 LLC’s request to submit a Certified Survey Map for property located at 3701 Tower Avenue. CSM 24-02 Director Serck introduced Force 1 LLC’s request to submit a CSM at 3701 Tower Avenue. Jesse Carlson, representing Force 1 LLC attended in person. Director Serck recommends approving. MOTION to approve submitting a Certified Survey Map request by Commissioner Moffat, seconded by Commissioner Finstad. Carried. 4.5 Resolution of the Plan Commission of the City of Superior, Calling for a Pubic Hearing on the Proposed Creation of a Tax Incremental District 19; Proposed Boundaries and Proposed Project Plan for the Lake Superior Apartments Project Commissioner Paine introduced the resolution and the proposed Tax Incremental District (TID) 19 explaining what a TID is and the purpose of a public hearing. Director Serck further explained the proposed project and introduced Ryan Nelson. Director Serck recommends approving. Ryan Nelson purchased Lake Superior Elementary and intends to create 50 units including affordable units. Plan Commission and Ryan had discussion about the TID, boundaries, utilities, and opportunities. MOTION to approve resolution calling for a Public Hearing on the Proposed Creation of a Tax Incremental District 19 request by Commissioner Fennessey, seconded by Commissioner Moffat. Carried. 4.6 Review and approve architectural services contract with Wendel/Five Bugles Design Architects in Partnership with LHB for the replacement of Fire Station 2 Commissioner Paine gave an overview of the Plan Commissions objective with the review and approval of the architectural services for the replacement of Fire Station 2. Commissioner Paine introduced Fire Chief Camron Vollbrecht. Chief Vollbrecht explained the process that was used to choose Wendel/Five Bugles Design Architects in Partnership with LHB as the architect firm to partner with to build Fire Station 2. Chief Vollbrecht recommends approving. Robert Krzyzanowski from Wendel/Five Bugles Design was present in person. Discussion was had about the possibilities of what the new Fire Station 2 would look like and how it would function. MOTION to approve the architectural service contract for the replacement for Fire Station 2 by Commissioner Moffat seconded by Commissioner Graskey. Commissioner Porter abstained from this motion. Carried. 5 RECURRING BUSINESS PLAN COMMISSION MINUTES - 11/20/24 Mtg (Meets monthly on 3RD Wednesday of each month) Page 2 of 3 5.1 Zoning Code Update Stephanie Falkers and Michael Lamb representing SRF attended the meeting virtually to continue presenting and discussing the zoning code update with the steering committee. Stephanie gave an update on the framework and status update. Michael gave an overview of the existing code review. Stephaine gave an update on community engagement. She reviewed the outcome of the focus groups and gave an overview of the current survey results. A new presentation and discussion to be continued at the January Plan Commission meeting. 5.2 Housing Coordinator Update Jeff Skrenes, Housing Coordinator and Planner gave updates about the Historic Preservation Committee and other work Jeff has been doing. The application for Certified Local Government status is complete and has been sent. The Historic Preservation Committee is finalizing code changes they have been working on. Jeff just returned from the WHEDA Policy Conference; he introduced the four loans products WHEDA now has. The Plan Commission discussed using Historic Tax credits the loans. Jeff discussed Land Trusts, Commissioner Paine asked Jeff to create a mock Land Trust to bring to the Plan Commission for further discussion. 5.3 Planning & Development Director Report Director Serck updated the Plan Commission about a meeting had with Councilor Van Sickle, Councilor Elm, Jeff Skrenes and Tech Granlund about developing the downtown commercial structures downtown, historical tax credits, housing and vacant building registrations.
