The meeting was called to order by Arthur Gil de Lamadrid at 6:00 pm on June 14th, 2023 in Government
Center Room 204.

4 APPROVAL OF MINUTES
4.1 Police and Fire Commission (Special Meeting held 05/24/2023)
Motion by Tom Johnson, second by Akela Lloyd, and carried to approve the minutes
from the May 24, 2023 meeting
5 POLICE AND FIRE UPDATES
Assistant Chief Kiel states there are two officers currently in field training, three in recruit school,
they are in the process of backgrounding three candidates, and they received a lateral transfer
application recently. Today started the cleanup for the homeless encampment; so far there have been
zero issues.
Chief Vollbrecht briefly discussed the recent Nottingham Apartment fire. The SFD airboat is on the
water, the department is currently getting the operators trained. Two new firefighters completed the
academy through LSC and two others will be starting orientation tomorrow.
6 NEW BUSINESS
6.1 Letter from Chief Alexander; Mundell completion of probation
Motion by Brett Foote, second by Tom Johnson. Motion Carried.
6.2 Letter from Chief Vollbrecht: Elliot promotion to MPO
6.3 Letter from Chief Vollbrecht; Freer promotion to Captain
6.4 Letter from Chief Vollbrecht; Prendergast promotion to Captain
Motion to bundle items 6.2, 6.3, & 6.4 and receive and file by Akela Lloyd, second by
Tom Johnson. Motion carried.
6.5 Approve written exam exemption for Police Officer lateral transfer candidate
Assistant Chief Kiel states the Police Department is requesting a one-time written exam
exemption for lateral transfer applicant Katherine Bland; she has been with Madison PD for
about 8 years. Over the course of many years of the written test, only a couple people have

failed. The exemption would speed up the hiring process which is important to not lose
quality candidates to neighboring departments.
Motion by Tom Johnson, second by Akela Lloyd, and carried to approve the written
exam exemption for lateral transfer applicant Katherine Bland.
6.6 Discuss Police Officer lateral transfer testing process; possible changes
There was discussion on eliminating the written exam for lateral transfer applicants. There
are different levels of lateral transfer applicants which would need to be considered. HR
Director Janigo will draft some language to bring to the next PFC meeting for approval.

6.7 Review Police Officer interview questions (In closed session)
Motion by Arthur Gil de Lamadrid, second by Akela Lloyd, to go into closed session at
6:38 PM.
Motion by Brett Foote, second by Akela Lloyd, to go back into open session at 6:59 PM.

Motion to adjourn by Tom Johnson, second by Akela Lloyd, and carried to adjourn at

Dear Commissioners:
The purpose of this letter is to update you concerning an officer’s successful completion of their
probationary period in our department.
Officer Amandas Mundell completed her probationary period on June 12, 2023. I would recommend that
the Commission, at their next meeting or as soon as practical, move Officer Mundell to a full tenure
Patrol Officer in our department.
