Police and Fire Commission Agenda 01/10/2024; page 2 of 2 POLICE AND FIRE COMMISSION Minutes November 15th, 2023 Regular Meeting The meeting was called to order by Tom Johnson at 4:50 pm on November 15th, 2023 in Government Center Room 300. 1 CALL TO ORDER 2 ROLL CALL PRESENT: Akela Lloyd, Tom Johnson, Maria Cuzzo*, Brett Foote*(joined meeting at 5:05pm) ABSENT: Arthur Gil de Lamadrid CITY STAFF PRESENT: HR Director Janigo, Deb Williams, Police Chief Alexander*, Fire Chief Vollbrecht, Nikki Kalan OTHERS PRESENT: Maria Lockwood *Attended Virtually 3 RECOGNITION OF NOTICE TO PUBLIC 4 APPROVAL OF MINUTES 4.1 Police and Fire Commission (Meeting held 10/11/23) Motion by Maria Cuzzo, second by Akela Lloyd and carried to approve the minutes from 10/11/23. 5 POLICE AND FIRE UPDATES Chief Alexander gave a brief update on the search and recovery operation in Douglas County. The Pathways to Hope program at the Superior Police Department is receiving another grant. This grant will help expand the program. Chief Vollbrecht gave a brief update on the search and recovery operation in Douglas County. Superior Fire Department went to local schools and invited home schoolers to learn about Fire Safety over the last month. They also recently hosted an open house at Headquarters open to the community which was successful. Collection for Toys for Tots has started, and distribution will be sometime around December 16th and 17th. Chief Vollbrecht briefly discussed recent and upcoming trainings for the Fire Department. They have made an offer to one new candidate for an open Firefighter position. 6 NEW BUSINESS 6.1 Letter from Chief Vollbrecht – Orlandi Promotion Motion by Maria Cuzzo, second by Akela Lloyd, received and filed. 6.2 Approve new Police Officer testing process Motion by Maria Cuzzo, second by Akela Lloyd, and carried to approve new Police Officer testing process. 6.3 Discuss and finalize Police Chief Process There was discussion on the process when a candidate is successfully selected. The items being discussed were a background check, psychological exam, medical examination, and drug screening. When the last Chief was selected, they did not have to go through a medical Page 1 of 2  examination or a drug screen, however, the Police Chief is always subject to random drug screenings. Maria Cuzzo briefly discussed some things she learned about the Police Chief selection process during her recent PFC webinar. She mentioned the idea of bringing a union president or designee to the interviews to provide feedback to the panel. HR Director Cammi Janigo will communicate with the Union President. Officer Katie Foerst completed her probationary period on December 16, 2023. I would recommend that the Commission, at their next meeting or as soon as practical, move Officer Katie Foerst to a full tenure Patrol Officer in our department.
