January 30th, 2024 Special Meeting
The meeting was called to order by Arthur Gil de Lamadrid at 4:46 pm on January 30th, 2024 in
Government Center Room 204.

3 RECOGNITION OF NOTICE TO PUBLIC
4 APPROVAL OF MINUTES
4.1 Police and Fire Commission (Meeting held 01/10/24)
Motion by Akela Lloyd, second by Maria Cuzzo, and carried to approve the minutes
from 01/10/2024.
5 POLICE AND FIRE UPDATES
Chief Winterscheidt states the two captain positions have opened; these will both be selected
before March 8th. Seven hybrid Ford explorers should be arriving before the end of the first
quarter of 2024.
Chief Vollbrecht briefly discusses the two structures fires in the city on January 20th; mutual
aid was requested. The Fire Department will be holding a swearing in and awards ceremony
on April 4th in room 270, official notice will be sent soon.
6 NEW BUSINESS
6.1 Approve Police Officer exam plan
MOTION by Maria Cuzzo, second by Tom Johnson, carried to approve.
6.2 Approve Police Officer certified hire list
MOTION by Maria Cuzzo, second by Akela Lloyd, carried to approve.
6.3 Approve Firefighter certified hire list
HR Director Cammi Janigo states one of the candidates on the list had to reschedule the
CPAT for persona reasons, it will be taken on February 9th.
MOTION to amend by Akela Lloyd, second by Maria Cuzzo, and carried to approve
the certified hire list contingent on the candidate passing the CPAT on February 9th.
*MOTION by Brett Foote, second by Tom Johnson, cancel the regular February 2024 Police
and Fire Commission meeting.

4 APPROVAL OF MINUTES
4.1 Police and Fire Commission (Meeting held 11/15/23)
Motion by Brett Foote, second by Tom Johnson, and carried to approve the minutes
from 11/15/2023.
5 POLICE AND FIRE UPDATES
Chief Alexander states this will be his last Police and Fire Commission meeting as he will be
retiring in a couple weeks. He reflects on his time with the Superior Police Department over
the last 25+ years. Comments made by members in the room to thank Chief Alexander for his
time and service to the community.
Chief Vollbrecht states the Fire Department has one new Firefighter starting on January 17th;
he previously worked for Cloquet Fire Department. Toys for Tots was held last month with
headquarters being the distribution center; this year was a huge success with monetary
donations allowing for more technology gifts than in previous years. The Fire Department has
met with different architects regarding a remodel to station 3; they will be selecting a bid
soon.

by Brett Foote. Motion carried.

6.6 Update PFC Rules regarding process for lateral candidates (documents attached)
Motion by Akela Lloyd, second by Tom Johnson, and carried to approve.
6.7 Update on Firefighter and Police Officer hiring process
HR Director Janigo states there were 12 applicants for the Police Officer process, but only 10
applicants met the requirements. This includes one lateral applicant. The Fire Department
received 17 applications on this current process, and they will have 16 interviews as one
applicant did not pass the written test.
6.8 Review Firefighter and Police Officer interview questions (refer to closed session)
Motion to go into closed session at 5:16 by Akela Lloyd, second by Brett Foote.
