The meeting was called to order by Tom Johnson at 4:56 pm on March 13th, 2024 in Government Center
Room 204.

4.1 Police and Fire Commission (Meeting held 01/31/24)
Motion by Brett Foote, second by Akela Lloyd, and carried to approve the minutes
from 01/31/24.
5 POLICE AND FIRE UPDATES
Chief Winterscheidt gave an update on calls and cases within the Police Department for the
month of February 2024. A Live911 system is in the works; this will allow officers to hear
the actual 911 call in the squad to provide better situational awareness. The department
received a grant for a barrier system which will be used to block traffic for special events.
Station 3 renovation project is underway with architects, the designs should be completed by
the end of this week with construction possibly starting next Spring. The Fire Department
will be requesting approval 03/14/2024 from the Finance Committee for an electric firetruck
purchase, it will go to council in April 2024 if approved. Chief Vollbrecht briefly discussed
recent trainings and calls for the month of February 2024.

Motion to bundle items 6.1, 6.2, 6.3, and 6.4, and receive and file by Maria Cuzzo,
second by Akela Lloyd. Motion carried.
6.5 Revision to Hiring Practice – Chief Vollbrecht
The Fire Department recently completed the second round of firefighter interviews. A couple
of their top candidates do not currently have an EMT license, but they are on track to
complete the program May 2024. Chief Vollbrecht requests a one-time exception to hire
candidates while they are currently in an EMT course to get the background process started.

revision to the hiring process to hire a candidate currently enrolled in an EMT course.
MOTION by Brett Foote, second by Maria Cuzzo, to amend the above motion to
approve a one-time revision to the hiring process to hire a candidate currently enrolled
in an EMT course with the requirement the candidate has passed the EMT test by July
31, 2024.
6.6 Update on Police Officer Testing Process
The current testing process opened on February 19th, 2024; there are 5 qualified applicants
with 1-2 being lateral candidates. The written test will be April 2nd and April 3rd, interviews
and PRT will be April 20th.
6.7 Review Police Officer Interview Questions (refer to closed session)

5 POLICE AND FIRE UPDATES
Chief Winterscheidt states the two captain positions have opened; these will both be selected
before March 8th. Seven hybrid Ford explorers should be arriving before the end of the first
quarter of 2024.
Chief Vollbrecht briefly discusses the two structures fires in the city on January 20th; mutual
aid was requested. The Fire Department will be holding a swearing in and awards ceremony
on April 4th in room 270, official notice will be sent soon.

6.1 Approve Police Officer exam plan
MOTION by Maria Cuzzo, second by Tom Johnson, carried to approve.
6.2 Approve Police Officer certified hire list
MOTION by Maria Cuzzo, second by Akela Lloyd, carried to approve.
6.3 Approve Firefighter certified hire list
HR Director Cammi Janigo states one of the candidates on the list had to reschedule the
CPAT for persona reasons, it will be taken on February 9th.
MOTION to amend by Akela Lloyd, second by Maria Cuzzo, and carried to approve
the certified hire list contingent on the candidate passing the CPAT on February 9th.

Memorandum

RE: Revision to Hiring Practice
Introduction and Background
The Superior Fire Department, like most fire departments, is facing challenges in recruiting new firefighters.
Currently the department has two opening we need to fill. After completing our interview process, some of our
highest scoring candidates do not poses an EMT license as currently required at the time of hire. Each of them are
currently enrolled in an EMT class with an anticipated completion in mid-May.
Budget Considerations
The budget considerations for the proposed hiring changes are negligible.
Recommendation
Waiting to make job offers until after the candidates complete their EMT may allow other departments that don’t
require EMT at the time of hire, such as Duluth, to hire the best candidates. Additionally, we will be running our
joint fire academy beginning on May 6th and making conditional job offers now will allow us to complete
backgrounds, medical, and psychological evaluations in time to onboard the candidates prior to the start of this
important training.
I recommend the Police and Fire Commission allow the department to hire individuals who are currently enrolled
in an EMT course.
