ROLL CALL PRESENT: Nick Ledin-Chair, Tylor Elm-Vice Chair, Mark Johnson, Mike Herrick CITY STAFF PRESENT: Fire Chief Camron Vollbrecht, Captain Winterscheidt, Lieutenant Trone* (Entered meeting at 6:25) Nikki Kalan OTHERS PRESENT: DJ Ross – owner of Wire Werks, Maria Lockwood (started virtual and physically entered the meeting at 6:15 PM) *Attended virtually 2. APPROVAL OF MINUTES 2.1. Public Safety Committee (Meeting held December 21, 2023) MOTION by Mark Johnson, second by Tylor Elm, and carried to approve the minutes from the December 21, 2023 meeting 3. RECURRING 3.1. Police and Fire Department Updates Captain Winterscheidt states there were 8 applicants for the sergeant eligibility list and 3 applicants for the Officer in Charge program. Captain promotion process was posted a couple days ago and those positions will be filled in February. Ford states the Police Department will receive 7 hybrid explorers in the first quarter of 2024, no timeline on when the rest will arrive. The department did a PepperBall demonstration today, they have been approved in the budget and will be implemented sometime this year. Chief Vollbrecht states the run volume in 2023 was down slightly from 2022; this was likely due to running ARVs and changing how they respond to fire alarms. A new Firefighter started yesterday, he previously worked with Cloquet Fire for around two years. They have 16 interviews for Firefighter this Saturday. The Fire Department airboat is back in operation, they had it on the ice today and it had been performing well. They will be doing training on the airboat before it’s in full service. 4. NEW BUSINESS 4.1. Request to Add Reserved Parking Spaces in Lot Across from Wire Werks – DJ Ross (Owner of Wire Werks) Owner of Wire Werks, DJ Ross, requests reserved parking spaces in the lot across from his business. In the Winter, he has a hard time finding off street parking for the vehicles in service due to snow piles. The committee would like to hear from Public Works regarding the options for parking. Councilor Elm will reach out to Public Works Director Todd Janigo. MOTION by Mark Johnson, second by Tylor Elm, and carried to hold this item in committee. *DJ Ross and Lieutenant Trone left the meeting Public Safety Committee Minutes – 01/18/2024; page 1 of 1  4.2. Approve Station-3 Renovation Architecture and Engineering Firm Contract with OPN Architects The Fire Department received 6 qualified companies for the station 3 renovation. They are requesting approval to contract with OPN Architects due to their extensive experience in designing and overseeing fire stations while the station is still being occupied by firefighters. OPN states the budget may be tight for the renovations being requested; Councilor Johnson will write a letter to the Finance Committee to see if more funds could be allocated to the renovation. MOTION by Tylor Elm, second by Mark Johnson, and carried to approve. Will send to council. 4.3. Approve Purchase of a Rosenbauer RTX EV Fire Engine The Fire Department is requesting approval on a Rosenbauer RTX EV Fire Engine with a build time of approximately 18-22 months. An equipment committee of the Fire Department looked at three different EV fire engines. The current engine three will reach its 15-year service life in 2026. Councilor Elm recommends the equipment committee write a report on their findings and submit to the Finance Committee. MOTION by Mark Johnson, second by Tylor Elm, and carried to approve the Rosenbauer RTX EV Fire Engine and send to Finance Committee for purchasing. 5. ADJOURNMENT at 7:29 by Councilor Ledin.
