COMMITTEE Elections 3.1. Election of Chair MOTION by Tylor Elm, second by Mike Herrick, to elect Councilor Ledin as Chair of Public Safety Committee. 3.2. Election of Vice-Chair MOTION by Mike Herrick, second by Nick Ledin, to elect Tylor Elm as Vice-Chair of Public Safety Committee. *Public Safety Committee requests to move to agenda item 5.2* 4. Agenda Item 5.2 Remove Calendar Parking & Add Odd Side Only Parking – 5900 Block of Butler Ave Residents on the 5900 block of Butler discussed their concerns with snow removal, and they would like to extend the request to the 5800 and 6000 block of Butler Avenue. No Action taken. *Tom Ledin, Cheryl Anderson, and Cathy LaValley left the meeting. 5. Police and Fire Department Updates Chief Winterscheidt provided an April 2024 Police Department update in a memo, see agenda packet. Twelve applications were received for the Coordinated Response Specialist position, and seven candidates were interviewed. Chief Vollbrecht provided a brief update on call volume for 2024, calls are slightly up from 2023. Public Safety Committee Minutes – 05/16/2024 page 1 of 1  Superior Fire Department responded to a fire in the Village of Superior recently, the fire is still under investigation. The department completed fire safety training throughout the local schools. Live fire training will take place next week with Lake Superior College. One new Firefighter will start in June 2024. 6. New Business 6.1. Remove Calendar Parking & Add Odd Side Only Parking – 200 of 53rd Ave E – Request by Resident of 203 53rd Ave E Motion to hold in committee by Tylor Elm, second by Mike Herrick, and carried. 6.2. Approve Purchase of a Vehicle Barrier System The Police Department is requesting to purchase a vehicle barrier system through Advanced Security Technologies in the amount of $129,983.00 for special events within the city. This purchase would be grant funded through the State of Wisconsin 2023 Port Security Grant. Questions provided by the committee were answered by Sal DiSalvo of Advanced Security Technologies. Committee members would like to amend the purchase request. MOTION by Nick Ledin, second by Tylor Elm, to approve the purchase of a vehicle barrier system by Advanced Security Technologies not to exceed $180,000.00. Motion carries. *Sal DiSalvo left the meeting. 6.3. Approve Unmarked Police Vehicle and Waive Bid Process Approximately two years ago, the Police Department ordered Ford Escapes through the state bid process. Ford has stated there is no timeline on when or if that order will be fulfilled. The Police Department explored additional options through Toyota and Honda and request to purchase five Toyota Rav4 Hybrid LE sport utility vehicles from Kari Toyota. MOTION by Tylor Elm, second by Mike Herrick, to waive the bid process and approve the purchase of 5 Toyota Rav4 Hybrid LE Sport Utility Vehicles from Kari Toyota for a total purchase price of $171,785.00. Will send to council. 6.4. Approve Architecture and Engineering Firm Contract with OPN Architects Fire Chief Vollbrecht is requesting approval to move forward with the amended scope of the current contract with OPN Architects. MOTION by Tylor Elm, second by Mike Herrick, to approve and forward the amended scope of the current contract with OPN Architects for the space need study, pre-design, and cost estimating for replacements of station #2 and station #3 in the amount of $58,000. Introduction: Chief Winterscheidt is recommending the Public Safety Committee and the Superior City Council accept a State of Wisconsin grand and award the purchase of a mobile vehicle barrier system and enclosed trailer to Advanced Security Technologies, LLC (AST), in the amount of $129,983.00. 2. Background: The City of Superior Police Department, and the specialized units that it contains, provide the primary law enforcement response to the critical infrastructure located within the City of Superior, WI. The Superior Police Department provides patrol which serves to deter and detect crime and terrorist activities that could occur at or near the critical infrastructure located within the City of Superior and Port of Duluth-Superior. The Superior Police Department's Emergency Response Team (ERT - also known as SWAT) is one of eight Aligned Law Enforcement Response Teams (ALERT) in the State of Wisconsin, who are tasked with assisting other law enforcement entities who have a criminal event outside of their capabilities. In addition, Superior PD runs a joint (with FD and county) dive rescue team for the region. The Superior Police Department is tasked with mitigating reasonably foreseeable threats to public safety, including the protection of critical infrastructure and people. Each year, the City of Superior hosts numerous events on public roadways, including but not limited to the annual 4th of July Parade, LGBTQ+ Pride events, and East End Days. On November 21st, 2021, the City of Waukesha experienced as a mass casualty event at their annual Christmas Parade when Darrel Brooks sped through the parade route, killing six people and injuring 62 others. According to the FBI, vehicle ramming events are gaining popularity because they are relatively easy to conduct and difficult to stop, and they have the potential to create significant carnage. Effective, purpose- designed vehicle barrier systems are critical to mitigating this threat. Currently the City of Superior and the City of Duluth use sand filled dump trucks and simple sign barricades backed up by law enforcement officers to deny a vehicle access to a particular location. By using the mobile vehicle barrier system, up to eight lanes of traffic (on this version) can be denied without need for extra vehicles, signage and law enforcement personnel. No other entities in our area have this style system for quick deployment which can be done with one person and the system will defeat any vehicle which attempts to break through the barrier, rendering the vehicle immobile on the stop. As with other equipment the Superior Police owns, Superior PD is always willing to assist other Law Enforcement entities with equipment and personnel.  At this point there are no other mobile vehicle barriers denial systems in the Duluth Superior Port. Though we use signage or a vehicle to block an intersection, a determined person can easily drive past a sign or ram through a vehicle whether it is occupied or not. This mobile vehicle barriers system is quick and easily deploys with one or more people and will stop even very large vehicles which try to ram through the system. This system can be placed anywhere a vehicle would have the ability to approach a target on land, public or private, the barrier system would be able to be set up and in use with little or no advanced notice and would protect that area from a vehicle entering without authority. 3. Analysis/Discussion: The Superior Police Department applied for a grant, in May 2023, through the State of Wisconsin 2023 Port Security Grant Program (PSGP), for the purchase of a mobile vehicle barrier system. We were notified in February 2024 that the City had been awarded a grant in the amount of $180,259.00. On March 22, 2024, a request for bids was released to the public for the purchase of this system and an enclosed trailer for transporting the system and storage. On April 9, 2024, we received three bids. Meridian $270,574.86 Advanced Security Tech $129,983.00 Rologard $118,000.00 Each of the three companies included their specifications for their equipment. After internal review, it was determined that AST provided the best equipment that fit the Superior Police Department’s needs. The AST system has the ability to deploy the system from a single trailer, which reduces trailer storage space requirements and the reduction of the number of towing vehicles (or single-vehicle trips) required to move the complete system. The long-term vehicle plan for the Department includes reducing the number of tow-capable vehicles to a single heavy- duty truck. Multiple trailers would require additional vehicles or additional deployment time. Rologard withdrew their bid as of May 9, 2024. 4. Budget Source: The mobile vehicle barrier system will be funded by the State of Wisconsin 2023 Port Security Grant Program award, this requires a 25% match 5. Recommendation: I am recommending the City of Superior Police Department accept the grant from the State of Wisconsin and purchase the mobile vehicle barrier system and enclosed trailer from Advanced Security Technology, in the amount of $129,983.00.
