ROLL CALL PRESENT: Nick Ledin-Chair, Tylor Elm-Vice Chair, Mike Herrick, Mark Johnson CITY STAFF PRESENT: Mayor Jim Paine, City Attorney Frog Prell, Lieutenant Thor Trone, Lori Lang, Jane Darwin*, Chief Paul Winterscheidt*, Chief Camron Vollbrecht*, Councilor Jenny Van Sickle* OTHERS PRESENT: Sal DiSalvo (Advanced Security Technologies), Jeff Seemuth (citizen), Cathy LaValley (citizen), Cheryl Anderson (citizen), Tom Ledin (citizen), Gunnar Johnson (Rologuard), John Ramos (Duluth Monitor), Randy Lofland (Advanced Security Technologies) *Attended virtually *There was no objection by the committee to take the agenda items out of order* 2. NEW BUSINESS 2.1. Approve Purchase of a Vehicle Barrier System Comments made by Gunnar Johnson who is representing Rologuard. The committee approved the purchase of a vehicle barrier system by Advanced Security Technologies not to exceed $180,000 in May 2024. This item is back in committee this month to discuss funding; the purchase will be funded by a Port Security grant which requires a 25% match. MOTION to receive and file by Councilor Herrick, second by Councilor Johnson *Gunnar Johnson, Sal DiSalvo, Randy Lofland, and City Attorney Frog Prell left the meeting 2.2. Discussion on Accessible Parking Request at 2125 – 27 Ogden Avenue The requesting party is not a resident of this unit, but they own the building and frequently visit. The requirements for accessibility signage currently states you must be a resident or occupant of the address, so the request was denied. There was some discussion on the process of updating the accessibility signage form. Lieutenant Trone states landlords can put signs on their dash stating they are a landlord and parking enforcement will work with them. MOTION to refer to Mayors Commission on Disabilities by Councilor Elm, second by Councilor Herrick. 2.3. Remove Calendar Parking & Add Odd Side Only Parking – 5900-6000 Block of Butler Avenue – Request by Resident of 5908 Butler Avenue There was an error with this agenda item as the residents want even side parking and it should go through 5800-6000 blocks of Butler Avenue. MOTION by Councilor Ledin, to create a general rule setting the question of whether to remove calendar parking and add no parking on odd side from 5800 block to the 6000 block of Butler Avenue, second by Councilor Elm. Remove Calendar Parking & Add Odd Side Only Parking – 200 of 53rd Ave E – Request by Resident of 203 53rd Ave E Comments made by resident Jeff Seemuth who lives across the street, he was not the resident who made this request. The requesting resident made a verbal request to the Parking Enforcement Officer, Katie Warren. No Action. *Councilor Jenny Van Sickle left the meeting during this agenda item 4. RECURRING BUSINESS 4.1. Police And Fire Department Updates The Police Department gave a conditional offer to fill the second Coordinated Response Specialist, they expect the candidate to start in the next month or so. Two candidates for Police Officer were also given conditional offers, and they will start different academies this Summer. Chief Vollbrecht gave a brief update on the year-to-date calls for the Fire Department. There was a recent fire on N 21st Street, the investigation is ongoing. Fire Department members recently did confined space training as well as live burn training at Lake Superior Community College which is held annually. One new Firefighter started this past Monday, she is currently going through orientation. 5. APPROVAL OF MINUTES 5.1.
