PUBLIC WORKS COMMITTEE MINUTES December 1, 2022 Regular Meeting The meeting was called to order by Chair Van Sickle at 5:00pm on December 1, 2022 in Government Center Room 204. COMMITTEE MEMBERS: Jenny Van Sickle, Ruth Ludwig, Nick Ledin, Tylor Elm (alt) 1. ROLL CALL Members Present: Tylor Elm, Jenny Van Sickle, Ruth Ludwig, Nick Ledin* Members Absent: City Staff Present: Todd Janigo, Chris Carlson, Jodi Saylor Others Present: 2. APPROVAL OF MINUTES 2.1. Public Works Committee (Meeting held November 7, 2022) MOTION by Elm, second by Ludwig and carried to approve the minutes from the November 7, 2022 Public Works Committee meeting. 3. OLD BUSINESS 3.1. Recommendation of Award: Bus Stop Shelter and Accessibility Improvements This item is coming back to Public Works as the funding is now secured for the project through the CIP. Most of this work will be done in 2023. The pricing from Toole Design was revised but they still come in as the best choice for the job. MOTION by Ludwig, second by Elm and carried to Award: Bus Stop Shelter and Accessibility Improvements. 4. NEW BUSINESS 4.1. Sidewalk Elimination Request – 1829 E 7th Street (Jason Sutherland) Director Janigo said that in 2018, prior to the Public Works Committee creating a procedure and form for sidewalk elimination requests, this request came in through Councilor Sweeney. After reviewing the request, it was decided the City would allow it to be removed with caveat that the property owner would get the proper permits and do the work to remove it themselves. That was relayed to Councilor Sweeney and nothing more was heard. The property owner then seeded over top of the old sidewalk without removing it. No permits were requested by them. The sidewalk has grown over now and poses no hazard to people walking in the area. The request was recently sent in again and has now gone through the established process for this type of request. Seeding over is not something the City would allow or permit. As it is no longer a hazard, there was hesitation to have the City go in and make the removal. MOTION by Elm, second by Ludwig and carried to table this item until the January meeting. PUBLIC WORKS COMMITTEE –12/1/22 Meeting (Meets monthly on 1st Thursday at 5 p.m.) Page 1 of 3 *Attended virtually 4.2. Sidewalk Elimination Request – Gates Avenue from Alley to Norwood (Joshua Williams) This sidewalk section was rated as a one the last time rating was done which means it is in very poor condition. After discussion, it was decided to approve the request. MOTION by Elm, second by Ludwig and carried to approve the removal of the sidewalk on Gates Avenue from the Alley to Norwood. 4.3. Request of approval to amend the Jack Rabbit Cleaning Agreement through December 31, 2023. MOTION by Van Sickle, second by Ludwig and carried to approve the amendment of the Jack Rabbit Cleaning Agreement through December 31, 2023. 4.4. Recommendation of approval to renew the Professional Engineering Services Agreement with Weyandt, LLC. MOTION by Ludwig, second by Elm and carried to approve the renewal of the Professional Engineering Services Agreement with Weyandt, LLC. 4.5. Recommendation of approval to renew the Professional Engineering Services Agreement with Short Elliott Hendrickson. These contracts allow us to have agreed upon verbiage ready so that should they be awarded projects, it makes the contract process go more quickly and smoothly. They do not get preference, this just means this part of the contract is done and will make the process quite a bit easier and quicker. MOTION by Elm, second by Ludwig and carried to approve the renewal of the Professional Engineering Services Agreement with Short Elliott Hendrickson. 4.6. Presentation of 2022 RRFB-equipped pedestrian crossing data Councilors were given the data in their agenda packet to review. It is useful information in confirming that the pedestrian crossings are being used and are useful. The data can be used in many different ways such as when designing new projects or working on the Active Transportation Plan. Councilor Ludwig left the meeting at 5:45pm 5. RECURRING BUSINESS 5.1. ESD Director’s Update Received and filed PUBLIC WORKS COMMITTEE –12/1/22 Meeting (Meets monthly on 1st Thursday at 5 p.m.) Page 2 of 3 *Attended virtually 5.2. Director’s Update 5.2.1. Public Works is continuing to work on 2023 projects 5.2.2. With the snowstorm the City had this week, Snowpaths is now up and running for this year. 5.2.3. Planning to have the Landfill Budget go to Mayor next week and shortly after that the Wastewater and Stormwater budgets so they can be sent to the Finance Committee. 5.2.4. A new lighting project has been discussed recently. Janigo and Carlson are now working with SWL&P on a billing update they are doing. They will be attending a meeting regarding how that will affect the City. This could allow us to really break into fine details such as meter controls which lights and so that we have a more precise set of data before we do the new lighting trial. 5.2.5. WLSSD household hazardous waste program – Tim Lundell wanted to note that when people bring a load to them, they do ask how many residents the waste is from and that it is important to them to have accurate household counts. They have asked that we have only one household go at a time or report how many households the waste came from when they do bring a load. 5.3. Future Agenda Items 5.4. Confirm next meeting date of January 5, 2022 at 5:00pm in Room 204 of the Government Center. 6. ADJOURNMENT Councilor Van Sickle announced the meeting adjourned at 5:50pm.
