PUBLIC WORKS COMMITTEE MINUTES June 6, 2024 Regular Meeting The meeting was called to order by Councilor Ledin at 5:00 p.m. on June 6, 2024, in Government Center Room 204. COMMITTEE MEMBERS: Jenny Van Sickle*, Ruth Ludwig, Nick Ledin, Tylor Elm (alt) 1. APPROVAL OF MINUTES 2.1. Public Works Committee (Meeting held May 2, 2024) MOTION by Ludwig, second by Elm and carried to approve the minutes from May 2, 2024. 3. OLD BUSINESS 3.1. Review of traffic concerns at North 26th Street and Hughitt Avenue. Lieutenant Trone reported that officers dedicated time over the past month to monitoring the intersection of North 26th Street and Hughitt Avenue, but no specific incidents were observed. There seems to be no consistent problem with speeding. The resident in the vicinity was consulted, and it has been decided to maintain vigilance in this area. Regarding traffic control, there is no necessity to install an additional sign at that intersection. No action required. Councilor Moffat and Lieutenant Trone left the meeting at 5:05 p.m. 4. NEW BUSINESS 4.1. Election of Officers 4.1.1 Election of Chair MOTION by Ludwig, second by Elm, and carried to elect Councilor Van Sickle as Chair. 4.1.2 Election of Vice-Chair MOTION by Ludwig, second by Elm, and carried to elect Councilor Ledin as Vice-Chair. PUBLIC WORKS COMMITTEE – 6/06/2024 Meeting (Meets monthly on 1st Thursday at 5 p.m.) Page 1 of 5 *Attended virtually 4.2 Recommendation to approve a resolution to petition the Wisconsin Office of the Commissioner of Railroads for the establishment of a new at-grade crossing on Railroad Street for spur rail access to the redeveloped C. Reiss Company Dock. Director Serck mentioned that this project has been in progress for some time now. Approximately $11 million in grants have been allocated for this $23 million project. The project began in August 2023 and is expected to be mostly finished by the upcoming fall season. The redevelopment of the dock, which had been vacant for several years, includes a rail spur. C. Reiss Company, previously located in Duluth, received a substantial grant from the Federal Government in 2021 and started construction in August 2023. C. Reiss's dock in Superior will primarily handle limestone, which is imported in large quantities. The limestone is then transported to Western Minnesota and Eastern North Dakota for sugar production. Additionally, they deal with road salt, sodium chloride, and calcium. This resolution demonstrates the city’s support for the rail crossing to the Office of the Commissioner of Railroads. MOTION by Ludwig, second by Elm and carried to approve a resolution to petition the Wisconsin Office of the Commissioner of Railroads for the establishment of a new at-grade crossing on Railroad Street for spur rail access to the redeveloped C. Reiss Company Dock. Jason Serck left the meeting at 5:13 p.m. 4.3 Stormwater Flood Control Program – Request for Consideration to Modify Eligibility. Councilor Van Sickle mentioned that the Environmental Services Division is seeking an update to the eligibility criteria for the Stormwater Flood Control Program. They are requesting removal of the requirement that the property has a history of basement flooding; specifically in areas that experience wet weather sanitary sewer overflows. The sewers in these areas become overwhelmed by roof and foundation drains, which contribute over 1,000 gallons per hour to the sanitary sewer system. Director Roberts assured that there are sufficient funds available for this program on an annual basis, and if needed, other options can be explored based on priorities and location. Two priority areas have been identified, namely near Lift Station 5 at Newton Creek and Lift Station 6 by the Nemadji River. Participation in this program is voluntary and interested individuals must go through an application process before any work is undertaken. The main objective is to raise awareness about the program and its focus on these specific areas. MOTION by Elm, second by and Ludwig carried to approve the request for consideration to modify eligibility for the Stormwater Flood Control Program. PUBLIC WORKS COMMITTEE – 6/06/2024 Meeting (Meets monthly on 1st Thursday at 5 p.m.) Page 2 of 5 *Attended virtually 4.4 Submittal of the 2023 Compliance Maintenance Annual Report (CMAR). Jon Shamla states that the Compliance Maintenance Annual Report is a compulsory evaluation conducted by the Wisconsin Department of Natural Resources. As the authorizing body, they grant permission to the city for the release of treated wastewater effluent. This report encompasses a wide range of topics, including water quality lab analysis, financial aspects, and staff performance. It also addresses energy consumption and other related matters. Although these factors may not directly impact the report's rating, the Wisconsin Department of Natural Resources is already familiar with most of this information as it is reported on a monthly basis. The main objective of the report is to facilitate effective communication between the Wisconsin Department of Natural Resources and the city, ensuring that everyone remains informed about the progress and performance of the infrastructure. The achievement of a perfect 4.0 grade point average in 2023 was made possible by the collective efforts of all staff members. MOTION by Elm, second by Ludwig and carried to approve the 2023 Compliance Maintenance Annual Report (CMAR). 4.5 Recommendation to waive the bidding requirements approve the purchase of one 2025 Freightliner 114SD cab and chassis and one 2025 Heil 30yd Rapid Rail side loader in the amount of $368,085.51 from Boyer Trucks. Director Janigo announced that the city acquired three new garbage trucks. The new, larger trucks will allow the city to go from four daily routes down to three. It also means the reduction of the fleet by one truck. This request is for a single garbage truck to replace two older units. The truck will be used on short holiday weeks, as a spare when another unit is down for service, and for eventual placement as a primary truck as other trucks age out. Given the long lead time of these units, the truck likely won’t be received until 2026. MOTION by Elm, second by Ludwig and carried to approve the purchase of one 2025 Freightliner 114SD cab and chassis and one 2025 Heil 30yd Rapid Rail side loader in the amount of $368,085.51 from Boyer Trucks. 4.6 Recommendation to waive the bidding requirements and approve the purchase of one Caterpillar D4 dozer in the amount of $263,000.00 from Fabick Cat. The city transferred a Caterpillar dozer from the Street Division to the landfill to replace an aged machine. The request is to purchase a new dozer for Street Division use. The machine at the landfill will reach end of its service life at the closure of the landfill. MOTION by Ludwig, second by Elm and carried to approve the purchase of one Caterpillar D4 dozer in the amount of $263,000.00 from Fabick Cat. PUBLIC WORKS COMMITTEE – 6/06/2024 Meeting (Meets monthly on 1st Thursday at 5 p.m.) Page 3 of 5 *Attended virtually 4.7 Recommendation to approve an amendment to the city’s electrical services contract with Benson Electric. Director Janigo provided an overview of the contract's history with Benson Electric, highlighting their three-year partnership as the city's on-call electrical services contractor. Their responsibilities encompass the maintenance and repairs of city traffic signals and street lighting as required. The expenses for these services will continue to be covered by the allocated funds from the general budget. Councilor Van Sickle proposed a review of maintenance hours and emergency repairs for the upcoming year, while Director Janigo mentioned that the installation of LED light bulbs at Tower Avenue & East 2nd Street would significantly reduce the need for light replacements. The amendment extends the contract period until May 31, 2025, and updates the unit prices. MOTION by Ludwig, second by Elm and carried to approve the amendment to the city’s electrical services contract with Benson Electric. 4.8 Notice of Surplus Equipment auction sales. MOTION by Elm, second by Ludwig and carried to approve the Notice of Surplus Equipment auction sales. 5 RECURRING BUSINESS 5.1 ESD Director’s Update – Received and filed. 5.1.1 Director Roberts stated that the Wastewater Treatment Plant is operating in complete accordance with regulations. Approximately 221,000,000 gallons of treated effluent were released in April. There was a sanitary sewer overflow in May, but it has since been addressed. Recent rain events did not result in any problems, and operations seemed to be running smoothly. The Water Resources team conducted tours for 5th grade elementary schools during the month of May. 5.2 Director Update - 5.2.1 Dick Campbell, the Plumbing Inspector for the city, will be retiring at the end of July, which means that we will no longer have a Commercial or Residential Plumbing Inspector. We are currently communicating with REM Inspecting and others to explore potential candidates who may be interested in this opportunity. Additionally, one of our city's inspectors is currently studying for the Residential Plumbing Inspector test. 5.2.2 Hammond Avenue is presently inaccessible due to ongoing water work. The installation of a bypass has commenced, along with the setup of temporary water service connections to the mains. The water main will be operational between Belknap Street and North 21st Street for the next two to three weeks. PUBLIC WORKS COMMITTEE – 6/06/2024 Meeting (Meets monthly on 1st Thursday at 5 p.m.) Page 4 of 5 *Attended virtually 5.2.3 The plans for the second phase of Hammond Avenue have been submitted to the Wisconsin Department of Natural Resources. Once the review is finalized, we will initiate the bidding process for the project. 5.2.4 Public feedback on the East 5th Street Reconstruction has been collected. Efforts will be made to preserve alternative parking options. The cross section will be finalized and then presented to the Mayor and the Public Works Committee. 5.2.5 Billings Drive and 39th Avenue East have undergone reclamation and grading. Culverts are yet to be installed on 39th Avenue East and Billings Drive near White Birch Trail. Additionally, road widening will take place, with a paved shoulder being added to extend the bike lanes on Billings Drive towards Woodstock Bay. 5.2.6 Nathan Johnstad the Streets Superintendent has submitted his resignation.
