4. BUSINESS FROM THE FLOOR:
Dan Newton, Interim City Administrator introduced the City's new Finance Manager Chandra
Jabbs to the Commission.

COMMENT: None
6. NEW BUSINESS:
6.A Airport Revenue Discussion
Discussion
Dan Newton, Interim City Administrator opened up a discussion workshop with the
commission board about potential revenues streams that staff could research. Discussion

occurred about what expenses occur at the airport that are related to operations of the
airport and the hangar income that is currently brought in.
Heyland requested to review the proposed airport budget. Mr. Newton responded that the
budget was being worked on by City staff and that the budget was not a collaborated item
with the commission airport, but it is beneficial to present for comments and engagement
from the commission board. Mr. Newton noted that the budget was currently being modeled
off of the previous fiscal years budget at this time, and that proposed budget would be
available on the City's website for review and receive public comments. Discussion occurred
about the two airport budgets - Airport Operations and CIP fund, and unused funds
remaining in Airport Operations would be transferred back to the Airport funds.
Discussion occurred about tie down fees as a potential revenue stream as well as the
water extension project to extend the water from the Johnstonville water main to the airport
to generate potential revenue to bring water to airport to contribute to fire defense
opportunities. Mr. Newton noted that research on the business implications of this had not
been fully researched.
Discussion occurred about the helicopter that resides in Hangar #3 and potential revenue
of selling the instrument. Commissioner Tyndall noted that he knew a dealer that might be
interested and would volunteer to collaborate with staff to research that sale opportunity.
Rent and sale potential opportunities of Hangar #3 and Hangar #4 was discussed.
Overall rental prices at the Susanville Airport in comparison of other airport charges
were discussed.
Mr. Newton noted that the Airport Master Plan should be reviewed in guidance of potential
revenue sources. The master plan was last updated in 1999 with revisions made in 2000,
and should be something to be reviewed and revised.
Commissioner Weaver asked about contracts or agreements with frequent users, such as
CalFire and the Forrest Service, and if those agreements and flowage fees could be
reviewed. Discussion occurred about flowage fees and providing other services that might
benefit those types of operations.
Airport Financials were printed handed out for the commission boards review.
6.B FBO Request for Proposal

Mr. Newton noted that there was not much to report, the contract was still in development
with the City's Attorney and a draft was expected to be completed in the upcoming months.
7. CONTINUING BUSINESS:
7.A Taxiway Project Update

A taxiway project schedule was presented at the meeting from C&S Consulting. Mr. Newton
noted that the project was moving forward and that project funding from the FAA was still in
question. Discussion occurred about the applications submitted and matching funds required
for completion of these application projects. C&S Consulting has been working with the FAA
on the timeline of the award of funds for the projects and expects to know more by mid June.
7.B Airport Budget Increase
Information Only
Mr. Newton discuss the CIP budget increase of $5,000 to begin to work and
purchase materials on Hangar #3 and Hangar #4. Currently there are no Public
Works employees allocated to the airport, and noted that when grant funds are
awarded the cost of work completed by City staff is reimbursable through those grant
monies.
Vice Chair Clark inquired about labor costs incurred from Public Works and how that was
accounted for. Mr. Newton noted that work would be taken out of a "Regular Employee" line
item, and that there would be a break down of projects once funding had been received that
would show expenses and revenues of those projects. Mr. Newton also pointed out the
"Internal Services" line item in the budget, and explained that was where the cost allocation
plan was reimbursed from. The City's reorganization plan modifies the cost allocation plan
and that amount would be modified as that begins to be implemented and would reflect an
increase in the upcoming fiscal year's budget and would reflect in the "Internal Services"
line item.
7.C City Administrator's Report

Mr. Newton provided information on the City's Reorganization Plan which strengthens the
connection of the Public Work's Department with the City's Administrative Department.

SUMMARY: As part of the ongoing project compliance and maintaining eligibility
for funding through the FAA, the City of Susanville is periodically
required to work with the FAA on the current ACIP to address
changes in project schedules and update the document to cover
future funding years, changes to and the completion of pending
projects and availability of non-entitlement funding. Staff is requesting
a discussion and recommendation(s) of potential future projects.
