Town of Swansboro
Emergency Operations Center Committee
February 8, 2023, Regular Meeting
In attendance: Paula Webb, David Degnan, Dwayne Taylor, Commissioner Larry Philpott,
Commissioner Jeff Conaway, Dusty Rhodes, Roy Herrick, Jonathan McDaniel, Ed McHale, and
Junior Freeman. Laurent Meilleur, Brenda Pugliese and Andrea Correll were absent.

Call to Order
The meeting was called to order at 3:00 pm.
Minute Adoption
On a motion by Mr. Herrick, seconded by Mr. Freeman the November 9, 2022, and January 11,
2023, regular meeting minutes were unanimously adopted.
Becker Morgan Feasibility Study Update
Ernie Olds with Becker Morgan reviewed the layout of the Town campus (601 W. Corbett and
made note of the following items that would need to be research, addressed or considered:
• Old water tank that was removed – need to know if foundation was removed or only
covered.
• Ownership of Fifth Street shows as a street end on surveys, but no owner identified.
• Utility locations still needed to be identified.
• Under what category did the Fire Station fall for zoning identification
• In addition to Town permits, there would be NCDEQ erosion control and stormwater
permits to obtain.
A draft/generic building layout was provided to board members to show what types of areas that
need to be considered for accommodation to facilitate an emergency operations center.

Commissioner Philpott shared that the desire was for the building to serve a dual purpose and
primarily operate as a public safety building with EOC incorporated. It was recommended with
committee consensus that current buildings be reevaluated for the possibility of improvement to
make them more feasible.
During discussion, Mr. Herrick shared that House of Representatives George Cleveland advised
him that he could assist with getting fund to cover equipment, Commissioner Philpott advised
that any additional funding requests would need to be approved by the Board of Commissioners.
In discussion it was determined that the next steps would be to meet with the Town Manager,
Fire Chief, and Police Chief to identify specific needs. Agreeance was given to canceling the
February 22, 2023, regular meeting to allow time for the meetings.
