EOC Committee

Town of Swansboro Emergency Operations Center Committee April 19, 2023, Special Meeting In attendance: Paula Webb, Jacob Randall, Dwayne Taylor, Commissioner Larry Philpott, Commissioner Jeff Conaway, Dusty Rhodes, Roy Herrick, Andrea Correll, Brenda Pugliese, and Junior Freeman. Jonathan McDaniel, Ed McHale and Laurent Meilleur were absent. ********************************** Call to Order The meeting was called to order at 3:00 pm. Minute Adoption On a motion by Mr. Herrick, seconded by Mr. Freeman the February 8, 2023, regular meeting minutes were unanimously adopted. Becker Morgan Feasibility Study Update Ernie Olds with Becker Morgan reviewed that after meeting with staff and assessing their needs, 3 options were created for review by the committee. In order to accommodate a public safety building and an EOC, the building size will need to be approximately 20,000 square feet. In using the Town Hall campus property, there was one section which created difficulty, and that was the street end of Fifth Street. It currently showed as a street end and not as part of the property. If the town were to abandon that street end and make it part of the property it would provide more area. The three options reviewed were as follows: Option A – Renovation to Public Safety Building and Additional to Town Hall. Construction cost estimated at $7,453,111. See Attachment A - 4400 EOC addition to Town Hall. - Extension and renovation to Police & Fire in Public Safety Building. - Extensions to the Public Safety Building would meet standards to withstand Category 4 hurricane. - Fire & Police would be secure and separate. - EOC addition to Town Hall would be separate with secured access. Option B – Renovation and Addition to Public Safety Building. Construction cost estimated at $6,353,959. See Attachment B - Renovations and additions to the building would meet standard to withstand category 4 hurricane but existing structures would remain and still not meet standards. - Apparatus Bay would still need to be replaced to bring up to standards to withstand category 4 hurricane. Page 1 of 10 Option C – Standalone new building/EOC/Public Safety Building. Construction cost estimated at $12,021,000. See Attachment C - Exact building layout to be determined. - New building would withstand Category 4 hurricane. Board members provide feedback on the options as follows in order for the final feasibility study to be completed. - Option A would take away parking and result in personnel having to move between buildings. - Option C could cost considerably more if built on another site due to the need to purchase property. - Option B without renovation of existing areas should be considered. A narrative for consideration would be send within 2 weeks for review by staff, then a final study would be created based on feedback for presentation to the committee.
