Regular Meeting Minutes
August 11, 2025
I. Call to Order
Neal Bess Jr. called to order the meeting of the Sweeny Economic Development Corporation
at 5:59 pm on August 11, 2025, at Sweeny Community Center meeting room.
II. Roll Call
Michelle Medina conducted the roll call. The following were present: Neal Bess Jr., Brian
Brooks, Katie Goff, Bill Hayes, and Kay Roe.
Absent: Brittanie Hopkins and Jenny Massey
Visitors: Allison Bloom
III. Financial Report – July 2025
M. Medina read the financial report for July 2025. K. Goff made a motion to accept the financial
report as read. K. Roe 2nd. All in favor and motion carried.
IV. Minutes for Regular Meeting - July 2025 and Special Meeting July 28
B. Hayes made a motion to approve the July regular meeting and special meeting minutes as
presented. K. Goff 2nd. All in favor and motion carried.
V. Reports
EDC Executive Director:
M. Medina gave her report for starting with she walked the old Dollar General building with B.
Brooks, Delane Brown and David Jordan. Scheduled a site visit with Equipment Share. EDC
will start meeting in the meeting room at the community center. Met with Randy Aragon from
JB Harris Group. He is interested in getting involved in the community. Attending the Alliance
luncheon. Reached out to Sparklight again requesting a copy of the contract. The grinder
station has arrived. EDC will report monthly and not quarterly.
City:
B. Brooks reported the city has been working on their budget. There will be a tax increase to
generate more funds. Discussion on cameras being put at all entrances into the city and at
apartment complexes. The city to work on streets and drainage.
VI. Old Business:
a. Industrial Park Project – M. Medina reported grinder station is in and public works is making
plans to put in. Stark is moving along. Building is going up. Equipment Share – we are
waiting to get on city council’s agenda for approval. I have plans to meet with Cecil Stark to
discuss cleaning up the industrial park.
b. Discuss and act as needed Stewart’s Grocery grant – M. Medina gave the update. She
forwarded the email from Jeff Moore, the attorney, about bankruptcy. J. Moore shared that
the bankruptcy was filed in July 2025, and he will file proof of claim.
c. 2025/2026 Budget – M. Medina began by stating she didn’t feel like we needed to go over
the whole budget again since we just had the budget workshop. She would go over the
changes. N. Bess Jr. asked to start from the beginning. M. Medina reviewed the budget
and did explain the capital project – the industrial park and it being separate. There was
discussion on putting money into promotions to provide water for the Thanksgiving Feast.
Discussion on the numbers for payroll may change waiting to get final numbers from Karla
Wilson. K. Goff made a motion to accept the balanced budget of $177,854.24 and CIP
budget of $182,945.34. K. Roe 2nd. All in favor and motion carried.
VII. New Business:
a. Providing water for the Thanksgiving Feast – K. Goff made a motion to approve
promotional funds to purchase water for the Thanksgiving Feast and put Sweeny EDC
stickers on it. K. Roe 2nd. All in favor and motion carried.
VIII. Announcements of Community Interest
M. Medina asked N. Bess Jr. to ask the Fire Department and B. Brooks to ask the Police
Department to see if they could put together National Night Out for Sweeny.
VIIII. Adjournment
B. Hayes made a motion to adjourn the meeting at 6:48 pm. K. Goff 2nd. All in favor and motion
carried.
