Kavaloski, Town Clerk OFFICIAL MINUTES OF MAY 23, 2024 REGULAR PARKS AND RECREATION MEETING The Sykesville Parks and Recreation (SPARC) meeting was held on Thursday, May 23, 2024. Commissioner Ries called the meeting to order at 7:00 P.M. in the Town House Conference Room. PRESENT: Commissioners Alex Reis, Chris Sevick, Dan Gilbert, and Eric Valenstein (via conference call). Council Member Elizabeth Guroff ABSENT: Commissioners Nick Sheets, Billy Shifflet. STAFF: Joseph Cosentini, Town Manager MINUTES: • April 25, 2024 MOTION: Commissioner Ries motioned to approve the minutes from April 25, 2024. Commissioner Gilbert seconded the motion. The motion carried unanimously. BUSINESS: • June Movie There was discussion about the June movie of Coco on Saturday, June 8. Commissioner Sevick has volunteers for the snack shack and will be in attendance as well. Commissioner Sevick also volunteered to put out and pick up the signs. Commissioners Gilbert, Sheets, and Shifflet will not be in attendance. There was a discussion about the sponsorship ad video and getting additional sponsorships from local businesses. Commissioner Gilbert expressed interest in having his business sponsor the movies as well. Impact Church will be in attendance at the June Movie with pre-movie activities. Joe Cosentini, Town Manager, announced that Toy Story won the Civic’s Day election for a 2025 movie. • Snack Shack Prep  Commissioner Sevick announced that she has a volunteer who will be helping her clean out and restock the snack shack. They will be cleaning the signs out of the Weigh Station on the same day. Commissioner Sevick explained that a gallon of ice cream from Norwood Ice Cream would be between $40 and $45. The sale price of ice cream scoops from the snack shack should be increased to $3. MOTION: Commissioner Sevick motioned to use Norwood Ice Cream Company for ice cream during the movies and to charge $3 per serving. Commissioner Gilbert seconded the motion. The motion carried unanimously. Extra food from the Skate Jam will be sold from the snack shack during the movies. • Food Donations Typically, food donations are made to Carroll County Food Sunday, with drop off at S&K Roofing. Wesley Freedom United Methodist Church has a “Blessings Closet” that accepts paper towels, toilet paper, and other household goods that aren’t food. It was decided to keep donations to Carroll County Food Sunday for the June 8 movie. This item will be discussed at a later meeting. Food donations will enter the person into a raffle for one of the previously shown DVDs from the Movies in the Park. There was discussion on the process for handing out raffle tickets and DVD choice. • Skate Jam Debrief There were around 20 skaters, with seven who had pre-registered. The format was fine; however, the entire park was not used due to the weather. SPARC would like to try hosting it again next year on the same weekend, the last weekend in April. There was a discussion about rain dates. It was decided to hold the event on April 26 with a rain date on May 10. There was a discussion about the registration process and volunteers. Mr. Cosentini would like to keep the 50-person registration limit. TOWN UPDATES: • Commissioner Ries announced that two of the three bands are confirmed for the Music in the Parks. • Commissioner Ries also announced that SPARC now has an Instagram page. There was a discussion about sharing the Town Instagram posts. The Town will invite SPARC as a collaborator on Instagram in future Instagram posts relating to the parks. • Mr. Cosentini announced that there is a grant for the Linear Trail that the Town is finishing up. The Millard Cooper Park bridges are close to being rehabilitated. And another Program Open Space grant is being looked into  for rehabilitating the pavilions in Millard Cooper Park and the lighting along Cooper Drive. • Mr. Cosentini also announced that the Splash Pad opens on May 29 at 10 A.M. Lauren Hanratty, Town employee who helps run the Splash Pad, will come to a future SPARC meeting. The parking lot will be cleared of the construction materials prior to the Splash Pad opening. ADJOURN: There being no further business to come before SPARC, Commissioner Ries motioned and Commissioner Sevick seconded to adjourn the meeting at 7:33 P.M. The motion carried unanimously.
