Kavaloski, Town Clerk OFFICIAL MINUTES OF SEPTEMBER 26, 2022 REGULAR COUNCIL MEETING NO. 22-16 The Council meeting of the Town of Sykesville was held on Monday, September 26, 2022. Mayor Link called the meeting to order at 7:00 P.M. in the Town House Conference Room. Mayor Link led the Pledge of Allegiance and a moment of silence. PRESENT: Mayor Stacy Link, Council President Anna Carter, and Council Members Alan Grasley, Mark Dyer, Leo Keenan, and Jeremiah Schofield. ABSENT: Council Member Elizabeth Guroff STAFF: Joseph Cosentini, Town Manager Police Chief Michael Spaulding Kerry Kavaloski, Town Clerk Craig Weaver, Town Treasurer PUBLIC COMMENTS: There were no public comments. CONSENT AGENDA: Minutes from August 22, 2022 Minutes from September 12, 2022 MOTION: Council Member Grasley motioned to approve the items on the Consent Agenda. Council President Carter seconded the motion. The motion carried unanimously. NEW BUSINESS: I. Proclamation – Norman Fogg Service Contributions Mayor Link read a proclamation for Norman Fogg’s service contributions. Mr. Fogg was in attendance and was presented with the proclamation. II. Public Hearing and Consider/Discuss/Act on Adequate Public Facilities – Schoolhouse Overlook Development Joe Cosentini, Town Manager, presented background information for this item. He explained that the Planning Commission reviewed letters from the various agencies who are required to respond to an Adequate Public  Facilities (APF) request. There is one outstanding issues with Carroll County Public Works due to future water use rather than actual availability. MOTION: Council Member Schofield motioned to open the public hearing on Adequate Public Facilities – Schoolhouse Overlook Development at 7:09 PM. Council Member Grasley seconded the motion. The motion carried unanimously. There were no public comments. MOTION: Council Member Grasley motioned to close the public hearing at 7:10 P.M. Council Member Dyer seconded the motion. The motion carried unanimously. Council Member Schofield noted that there is a process for this development and other developments within the Town limits and within the County. The County does a review every year of all developments and water/sewer impacts as well. Council Member Keenan asked if well testing has been done to alleviate the water issue. Well testing has been done. Council President Carter noted that the parcel is currently zoned conservation, and there are no current residents in the proposed development area. MOTION: Council Member Schofield motioned to approve the Planning Commission’s findings that the public facilities for the Schoolhouse Overlook subdivision are adequate on the condition that the water service issue is resolved. Council Member Keenan seconded the motion. The motion carried unanimously. ANNOUNCEMENTS/REPORTS • The next meeting is Tuesday, October 11, 2022 • We have volunteer opportunities available on the Historic District Commission, Board of Zoning Appeals, and Police Auxiliary. Email town@sykesville.net for more information about volunteering with the Town. • Staff Updates o Town Manager Report ▪ Mr. Cosentini thanked the Parks and Recreation Commission for their work during the cleanup in the Fountain Park. ▪ Mr. Cosentini gave an update regarding the paving work. o Treasurer’s Report Craig Weaver, Town Treasurer, presented the August 2022 Treasurer’s Report. He explained that the contracted services and streets and roads line items are over budget due to the assistance of Area Refuse while the Public Works Department was understaffed. Though it is over  budget, the salary line item will be lower due to not having a fully staffed department for the entire year. The property maintenance line item consists of various projects, including two grinder pumps for the bathrooms at Millard Cooper Park. Façade Improvement reimbursements are currently going out; however, the Town will be reimbursed through a state program. The Tesla battery on the expense report is the battery that runs the lights, radio, computer, and other police equipment, not the main car battery. o Public Safety Report Chief Spaulding presented the Public Safety Report for the period of September 6 through September 18. There was a total of 368 reports, including 16 assist other agencies, 27 foot patrols, 9 incident reports, 152 patrol checks, and 21 traffic enforcement initiatives. Chief Spaulding explained the foot patrols have increased, though the officers may not be going into businesses every time. They are trying to make contact with business owners and pedestrians. Chief Spaulding explained that the incident involving a taser was actually a stun gun. A juvenile chased another with the stun gun. It was reported to the Police well after the incident occurred. The trespassers in the Warfield Complex were there to ghost hunt and did not cause any damage, so they were given a warning and released. Mayor Link asked if there would be a way to cover up the historic windows at the stone house in South Branch Park since they continue to be broken. Chief Spaulding explained that a camera would be placed in the area as well. • Council/Committee Reports o Council Member Dyer announced that the Cable Regulatory Commission will be meeting in October and to bring him any concerns or comments so he can present them to the Commission. o Mayor Link announced that Carroll County formed their state required Police Accountability Board. Former Mayor Ian Shaw was recommended by the Town to be on the board, and he was approved as a member. The Maryland Municipal League is attempting to push legislation to allow for municipality-based accountability boards. o Council Member Keenan announced that the upcoming events for the Downtown Sykesville Connection (DSC) include the ladies’ night, fall fun fest, trick-or-treat on Main, and the craft beer fest. The DSC is semi- finalists for the Great American Main Street award. o Council President Carter announced that the Historic District Commission is meeting on September 27 at 7 P.M. in person. She also announced that there are volunteer opportunities with the Commission. o Council Member Grasley congratulated Council Member Dyer on graduating from the Academy of Excellence in Local Governance. ADJOURN: There being no further business to come before the Council, Council Member Grasley motioned and Council President Carter seconded to adjourn meeting at 7:32 P.M.
