Kavaloski, Town Clerk OFFICIAL MINUTES OF OCTOBER 11, 2022 REGULAR COUNCIL MEETING NO. 22-17 The Council meeting of the Town of Sykesville was held on Tuesday, October 11, 2022. Mayor Link called the meeting to order at 7:00 P.M. in the Town House Council Chambers. Mayor Link led the Pledge of Allegiance and a moment of silence. PRESENT: Mayor Stacy Link, Council President Anna Carter, and Council Members Alan Grasley, Elizabeth Guroff, Mark Dyer, Leo Keenan, and Jeremiah Schofield. STAFF: Joseph Cosentini, Town Manager Police Chief Michael Spaulding Kerry Kavaloski, Town Clerk Derek Shreves, Public Works Director Craig Weaver, Town Treasurer Elissa Levan, Town Attorney PUBLIC COMMENTS: There were no public comments. MINUTES: September 26, 2022 MOTION: Council Member Grasley motioned to approve the minutes from September 26, 2022. Council President Carter seconded the motion. The motion carried unanimously. NEW BUSINESS: I. Police Officer Promotions Chief Spaulding promoted Officer Michael Schlaerth to the rank of Corporal. Chief Spaulding promoted Officer Radcliffe Darby to the rank of Corporal. ANNOUNCEMENTS/REPORTS: • The next meeting is Monday, October 24, 2022 • We have volunteer opportunities available on the Historic District Commission, Board of Zoning Appeals, and Police Auxiliary. Email town@sykesville.net for more information about volunteering with the Town. • Staff Updates o Town Manager Report Joe Cosentini, Town Manager, announced that paving projects are currently ongoing and more projects will be brought forward soon. He also mentioned that he will be looking into traffic control measures along Second Avenue. He thanked Public Works for the maintenance and upkeep of Millard Cooper Park and South Branch Park during their event season. o Treasurer’s Report Craig Weaver, Town Treasurer, presented the Treasurer’s Report for September 2022. He explained that revenues are currently exceeding expenditures. He also announced that the audit is about 85% done and the hope is to be completed by the end of October. Council Member Schofield asked if there are discussions regarding ideas to bring in additional revenues within small towns in the state or county. Mr. Cosentini explained that he does not know of any specific county groups for this purpose. o Public Safety Report Chief Spaulding presented the Public Safety Report for the period of September 19 through October 2. There was a total of 368 total reports including 12 assist other agencies, six community policing events, 22 foot patrols, eight incident reports, 157 patrol checks, and 31 traffic enforcement initiatives. Chief Spaulding explained that the Maryland State Police are investigating report number 22-SPD-00180. Chief Spaulding explained that though it will be covered on the next Public Safety Report, there was 11 victims of thefts from vehicles that occurred on the same night and by the same person. All of the vehicles were left unlocked, and the person went through the cars for things to steal. Video from a store where a stolen credit card was used has been disseminated to attempt to identify the person. Similar crimes have been occurring in other local jurisdictions including Eldersburg and Westminster. Chief Spaulding announced that residents can text “STAYSAFE” to 555888, they can be added to the Ring App and connected with the Police Department. People can also text “21784” to 888777 for updates from the Police Department. • Council/Committee Reports o Council Member Keenan announced that Botanigal is opening on Main Street on October 15, there is a Community Garden cleanup day on October 15 as well. The Downtown Sykesville Connection received Main Street improvement funds to be used as a mini-grant for local  businesses. Council Member Keenan also congratulated Joe Cosentini on his three years with the Town and thanked staff for making the meetings more efficient. o Council Member Guroff announced the Trauma Informed Care Commission have implemented the Maryland Way for guidelines for the Commission. She also explained that she spoke with candidate Wes Moore’s running mate regarding what could be funded for trauma care if they win the election. o Council Member Schofield announced that the Planning Commission met on October and reviewed the zoning amendment for signs. They will meet on November 7. o Council Member Dyer announced that the cable channel FXX is being removed from the economy packages, and the Carroll Cable Regulatory Committee will meet on October 13. o Mayor Link announced that she and others from the Council attended the Maryland Municipal League fall conference. She also announced that there was a ceremonial check exchange from Senator Katie Fry Hester (D-9) to Mayor Link at South Branch Park for the $2,000,000 grant for the B.F. Shriver Cannery Warehouse. MOTION: Council Member Schofield motioned and Council Member Keenan seconded to take a five minute recess at 7:34 P.M. The motion carried unanimously. MOTION: Council Member Keenan motioned and Council Member Schofield seconded to go back into open session at 7:40 P.M. The motion carried unanimously. CLOSED SESSION: The meeting is proposed to be closed pursuant to the General Provisions of the Annotated Code of Maryland, Section 3-305(b): (4) To consider a preliminary matter that concerns the proposal for a business or industrial organization to locate, expand, or remain in the State. (7) to consult with counsel to obtain legal advice on a legal matter. MOTION: Council Member Grasley motioned and Council President Carter seconded to go into closed session at 7:41 P.M. The motion carried unanimously. The motion carried unanimously. ADJOURN: There being no further business to come before the Council, Council Member Grasley motioned and Council Member Schofield seconded to adjourn meeting at 9:10 P.M.
