CITY OF TALLMADGE BOARD OF CONTROL MEETING MINUTES August 25, 2022 8:00 p.m. Council Chambers Members Present: Mayor Kline, Finance Director Mollie Gilbride, Law Director Megan Raber, Director of Public Service Mike Rorar, President of Council Dennis Loughry Meeting Chaired By: Mayor Kline Minutes: Tish Rowland Item 1: Call to Order and Approval of B.O.C. Minutes for August 11, 2022 meeting. The Mayor called the meeting to order at 8:02 p.m. Item 2: Adoption of Minutes. Mollie Gilbride moved to approve the minutes of July 28th B.O.C. meeting; seconded by Dennis Loughry. Vote to approve: 5/0. Item 3: Consideration and approval of Change Order #10 for the East Ave./Washburn Rd. Intersection Improvement for an extension of time to June 1, 2022. Mike Rorar: The original extension was to the end of May; due to rain the last day of work was June 1. This change order is for housekeeping purposes. Megan Raber moved to approve; seconded by Mayor Kline. Vote to approve: 5/0. Item 4: Consideration and approval of Change Order #2 to Cardinal Asphalt Co. Inc. for a price increase in Alt. #1 of $2951.50. This change order also shows a final total contract decrease of $30,645.32 which brings the total contract amount to $908,357.16. The original project was approved by Council in Ord. 1-2022. Rorar: The increase was the parking lot; it was larger than we originally measured. Mayor Kline moved to approve; seconded by Mollie Gilbride. Vote to approve: 5/0. Item 5: Consideration and approval of a 1-year renewal for staffing temporary labor through Safe Staffing of Ohio. The effective dates would be October 17, 2022, through October 16, 2023. The original project was approved by Council in Ord. 78-2021. Megan Raber moved to approve; seconded by Mayor Kline. Discussion: Raber: They are holding the price and it’s a good price? Rorar: Yes, that’s correct. Vote to approve: 5/0. Item 6: Consideration and approval of Change Order #2 to Sable Asphalt & Concrete for a price increase due to the increase in square footage of the 4” sidewalk from 3,213 to 6,934. The total increase will be $26,047.00, bringing the new contract price to $439,526.00. The original project was approved by Council in Ord. 3-2022. Rorar: I have a difficult time telling residents no to sidewalks, it’s not prudent to tell them to wait until next year. The sidewalk needed done. Mayor Kline: Are we under the 10% Mollie? Gilbride: Yes. Rorar: We can go up to $31,000 and still be under. Megan Raber moved to approve; seconded by Dennis Loughry. Vote to approve: 5/0. Item 7: Consideration and approval of Change Order #3 to Sable Asphalt & Concrete for a price decrease due to the decrease in square footage of the Promenade from 6,663 to 6,053.5. The total decrease will be $8,533.00, bringing the new contract price to $430,993.00. The original project was approved by Council in Ord. 3-2022. Mollie Gilbride moved to approve; seconded by Megan Raber. Discussion: Loughry: I think I asked this in a previous meeting, we catch these things because we have a project manager on site? Rorar: Correct. Mayor Kline: And that is an internal, city worker for these types of projects, not external. Rorar: Correct. Loughry: Ok. Vote to approve: 5/0 Item 8: Consideration and approval of Change Order #4 to Sable Asphalt & Concrete for a price decrease due to cancelling the installation of sidewalks for Phase II of Bakers Acres. The total decrease will be $103,922.00, bringing the new contract total to $327,071.00. The original project was approved by Council in Ord. 3-2022. Megan Raber moved to approve; seconded by Dennis Loughry. Discussion: Rorar: Bakers Acres Phase II were supposed to complete the sidewalks within two years, they were at three years. They asked us to give them more time to complete the sidewalks before we did them and we gave them until June 1st, this was discussed with the contractor. Bakers Acre’s called and they got all except 3 of the sidewalks done and they’re confident they’ll be done before the end of the year. We are going to take the bond money that was on the bid if the city needed to get this done. Vote to approve: 5/0. Item 9: Authorizing the Mayor to enter into a contract with Brandstetter Caroll Inc. for the design and engineering of Phase 2 for the Howe Road dog park, shelter, and restroom. The total contract cost will be $45,000. The project was approved by Council in Ord. 28-2022. Mayor Kline: I understand this is coming to us, but we also entered into engineering contract that allowed us to enter into a contract with them and this is another $50,000. It needs BOC approval. Mayor Kline moved to approve; seconded by Megan Raber. Vote to approve: 5/0. Item 10: Additional Items: No additional items. Adjournment: The meeting was adjourned at 8:12 p.m.
