MEETING MINUTES
December 8, 2022 7:30 p.m. Mayor’s Conference Room
Members Present: Mayor David Kline, Finance Director Mollie Gilbride, Law

Item 1: Call to Order and Approval of B.O.C. Minutes for October 26th meeting: Mayor Kline
called the meeting to order at 9:06 p.m.
Item 2: Adoption of Minutes: Megan Raber moved to approve the minutes of the October
26th B.O.C. meeting; seconded by Dennis Loughry. Vote to approve: 5/0.
Item 3: Authorizing the Mayor to enter into a contract with A Cut Above Tree Service, LLC,
for tree trimming and/or removal for 2023. The base bid was $8,666.66 and the
Alternate Bid for Stump Grinding was $775.00. (This is authorized in Ord. 2022-65)
Megan Raber moved to approve; seconded by Mollie Gilbride. Discussion: Rorar: This
is the second time we’ve gone out for bids for trees, and it has worked out well the
last five years. Prices have increased but the price held steady for five years so I would
expect them to go up now. Mayor: They’ve done a great job. Loughry: Are you only
allowed to do an annual contract, or can it be 3 years? Rorar: This is for five years. It
will be 3 years with two extensions. Vote to approve: 5/0
Item 4: Authorizing the Mayor to enter into a contract with CemenTech Inc., for Sewer and
Pipe Repair for 2023. The sum of the total tier averages for bid categories 1 & 2 are
$14,487.50. (This is authorized in Ord. 2022-66) Mayor Kline moved to approve;
seconded by Mollie Gilbride. Discussion: Loughry: Are they still a Tallmadge business?
Rorar: Yes. We bid this five years ago and CemenTech got it. We changed the bid so
we can’t compare exactly. Their prices have gone up as well and they are a good
contractor. Gilbride: Can you clarify because this is not the amount read into the bid
record? Rorar: Their unit prices stayed the same, but the calculation was wrong. We
received a letter from them confirming that. Gilbride: Ok thank you. Kline: At the bid
opening there was a discrepancy, but we caught the mistake. Rorar: Yes, both
businesses that submitted bids added incorrectly, but unit prices were correct. Vote to
approve: 5/0
Item 5: Consideration and approval of Change Order #4 of the Howe Road Park Entrance for
an extension of time to December 8, 2022. This is due to shipping delays for the
Howe Road sign. Discussion: The sign is now in, so this is a formality. The supplies
were delayed but construction was done two months ago. Megan Raber moved to
approve; seconded by Dennis Loughry. Vote to approve: 5/0.
Item 6: Consideration and approval of a 1-year renewal of Mowing City Property through
Four Seasons Service & Repair. The effective dates would be January 1, 2023
through December 31, 2023. (This is authorized in Ord. 2019-80) Rorar: This is the
first extension of a 3-year contract. I see no reason why we wouldn’t rehire them;
they’ve done a nice job. Raber: Does the original contract allow for a renewal? Rorar:
It allows for two, this is the first one. Mayor Kline moved to approve; seconded by
Megan Raber. Vote to approve: 5/0
