CITY OF TALLMADGE BOARD OF CONTROL MEETING MINUTES February 23, 2023 7:30 p.m. Mayor’s Conference Room Members Present: Mayor David Kline, Finance Director Mollie Gilbride, Assistant Law Director Melody Briand, Director of Public Service Mike Rorar, President of Council Dennis Loughry, Public Safety Director Don Cooper Meeting Chaired By: Mayor David G. Kline Minutes: Tish Rowland Item 1: Call to Order and Approval of B.O.C. Minutes for October 26th meeting: Mayor Kline called the meeting to order at 8:43 p.m. Item 2: Adoption of Minutes: Dennis Loughry moved to approve the minutes of the January 26th B.O.C. meeting; seconded by Mike Rorar. Vote to approve: 5/0. Item 3: Authorizing the Mayor to enter into a contract with Cardinal Asphalt for Asphalt Paving. The base bid was $642,075.50. (This is authorized in Ord. 2023-1) Mayor Kline moved to approve; seconded by Dennis Loughry. Mike Rorar: There were nine bidders and Cardinal was the lowest. They did the job last year and their asphalt testing came back exactly as expected. Vote to approve: 5/0. Item 4: Authorizing the Mayor to enter into a contract with JD Striping for Pavement Markings. The base bid was $97,726.11 and the alternate bid was $97,666.11. The alternate bid has them working between 7 pm and 5 am. (This is authorized in Ord. 2023-2) Mayor Kline moved to approve; seconded by Mike Rorar. Discussion: Rorar: There were four bidders and we’re going to do the alternate, so it’s done at night. Complaints have dropped significantly since we started that program. Mayor Kline: For clarification, both amounts listed are for night work, we are not paying two separate amounts. Mollie Gilbride: Correct, we are approving $97,666.11 for this contract. Vote to approve: 5/0 Item 5: Authorizing the Mayor to enter into a contract with CemenTech Inc., for Concrete Maintenance & Repair. The base bid was $413,944.00; the alternate bid was $238,387.00; it was declined for being over ten percent of the bid. (This is authorized in Ord. 2023-3). Loughry moved to approve; seconded by Mike Rorar. Discussion: Loughry: On the alternate, if you choose to do the work later can you come back with another ordinance? Rorar: No, the alternate was included in the original Ordinance. We had three bidders, CemenTech was the lowest. They are a local company, and they do good work. All of the alternate bids were over 10%. Mayor: Since CemenTech is in Tallmadge did you have to utilize the 3% adjustment? Rorar: No, they were the lowest bid without it. Vote to approve: 5/0 Item 6: Authorizing the Mayor to enter into a contract with Perrin Asphalt for the Tennis/Pickleball Court Resurfacing at Lions Park. The base bid was $98,959.00 (This is authorized in Ord. 2022-84) Dennis Loughry moved to approve; seconded by Mayor Kline. Discussion: Rorar: We had five bids for this project and Perrin came in at a great number, especially considering the market right now. Loughry: Will the resurfacing give them a good surface to play on? Rorar: Yes, it will be brand new. Vote to approve: 5/0. Item 7: Consideration and approval of a 1 year renewal for Fertilization & Weed Control through The Davey Tree Expert Company. The effective dates will be March 1, 2023 through February 29, 2024. Melody Briand: This is under $50,000 so we don’t need to address this. Mayor Kline: We will strike it from the agenda. Item 7: Authorizing the Mayor to enter into a contract with Janco Service Industries for Cleaning and Maintenance Services. The base bid was for $45,612.00 (This is authorized in Ord. 2023-28) Rorar: It’s also below $50,000. Gilbride: Yes, but the Ordinance required BOC approval. Mayor Kline moved to approve; seconded by Mike Rorar. Loughry: Janco wasn’t the lowest bid. Rorar: They were the second lowest, but Miracle Maid did not have a bid bond, so they were disqualified. Loughry: Ok, thank you. Mayor: What buildings are included? Rorar: City Hall, Police Station, and John Western Service Center. Briand: When will this begin? Rorar: Should be this month.
