CITY OF TALLMADGE BOARD OF CONTROL MEETING MINUTES September 28, 2023 7:30 p.m. Mayor’s Conference Room Members Present: Mayor David Kline, Law Director Megan Raber, Finance Director Mollie Gilbride, Director of Public Service Mike Rorar, President of Council Dennis Loughry Meeting Chaired By: Mayor David G. Kline Minutes: Tish Rowland Item 1: Call to Order and Approval of B.O.C. Minutes for the September 7th meeting: Mayor Kline called the meeting to order at 8:10 p.m. Item 2: Adoption of Minutes: Megan Raber moved to adopt the Minutes of the September 7th B.O.C. meeting; seconded by Mollie Gilbride. (Mr. Loughry was in the building, but not present at meeting) Vote to approve: 4/0 Item 3: Consideration and approval of the second, 1-year renewal for staffing temporary labor through Safe Staffing of Ohio. The effective dates would be October 17, 2023, through October 16, 2024. This is the last renewal of the contract. The original project was approved by Council in Ord. 78-2021. Mollie Gilbride moved to approve; seconded by Megan Raber. Discussion: Gilbride: Will the rate stay the same? Mayor: Yes. Vote to approve: 4/0 Item 4: Authorizing the Mayor to enter into a cooperative agreement with Brimfield Township for the Howe Road Culvert Replacement Project. The overall portion of the project cost for Tallmadge is $110,500.00. (This is authorized in Ord. 46-2021) Rorar: It appears that this was not taken to the Board of Control when the ordinance was passed in 2021. I take full responsibility for that; I apologize for missing it. The work was done, and we’ve received the invoice. Raber: We just received the invoice? Gilbride: Correct, it has not been paid yet. Mayor Kline moved to approve; seconded by Megan Raber. Vote to approve: 4/0 Item 5: Consideration and approval of Change Order #1 Brimfield Township for the Howe Road Culvert Replacement Project for an increase of $7,080.82. This is an increase due to construction administration costs that went from $17,500 to 31,890.00. (The original project was approved in Ord. 46-2021) Rorar: The project was broken into three phases – design, construction, and construction admin. The overage is with construction admin because the winner prolonged it and there were some utility issues. The overage amount was $14390.00. We split that with Brimfield, so our total was $7080.82. Mayor: For the record Councilman Loughry is here now. We’re on Item #5. Mayor Kline moved to approved; seconded by Megan Raber.
