MINUTES OF THE CIVIL SERVICE COMMISSION MEETING October 4, 2023 – 8:00 A.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Lisa Zeno Carano Non-Members Fire Chief John Underwood Present: Police Captain Jeremy McGee Director of Public Service Mike Rorar Mayor Dave Kline DOA/HR Administrator Jill Stritch ______________________________________________________________________________ The October 4, 2023 Civil Service Commission meeting was called to order. Minutes of the September 20, 2023 meeting were approved as published. The Commission received a request from Director of Public Service Mike Rorar for a demotion of Mike Weigand from his current unclassified position of Assistant Director of Public Service, back to his previous position of Road Superintendent, which is a classified position. Mr. Rorar stated that after Road Superintendent Wayne Corbett requested to go back to his previous position of Assistant Road Superintendent. That position opened up and similar to Wayne, Mike feels more comfortable going back into that role so he has requested to do so. Mayor Kline said that we have a written statement from Mike Weigand. Mr. Kot said that we also have a written statement/agreement with Wayne Corbett which opens up his position. Mr. Naso asked if he would stay at his current pay. The answer from both Mrs. Stritch and Mr. Rorar was yes. Mr. Naso: All right, then I will move to approve the request of voluntary demotion from Assistant Service Director (Mike Weigand) to Road Superintendent. Motion was seconded and passed with no further discussion. Mr. Naso stated that we have scheduled a Firefighter/Paramedic Test and is currently scheduled for November 28. We are trying to get something sooner. Allison put in a call to Tom Talcott, who did the Lieutenant’s Test last year from Ohio Fire Chiefs and is waiting for his response. Mr. Naso said the interviews for the Tech I have been completed. Mr. Rorar sent four people back with actual numbered scores so I’m going to make the motion to certify the Full-Time Technician I Eligibility List. Motion was seconded and passed with no discussion. There are four names. Mr. Naso asked Mr. Rorar how many interviews we did, he answered, had to be 20 plus. Mr. Naso said that we’ve gotten a few more applications since we ended that, so whenever you are ready to give a written test, we will schedule those and advertise. Mr. Rorar said maybe we can do a test on Mechanic. Mr. Naso said to have Allison get it scheduled and advertised. Mayor Kline asked if the problem with the mechanics was the CDL’s. Mr. Rorar stated that they have drafted a new job description; they have to get the equipment off the road, it helps and to be able to test drive it. Page 2 October 4, 2023 Mr. McGee requested that the process for a lateral transfer begin so to create a pool for that position. Mr. Naso told him to work with Allison on the advertising and which application you are going to use and the scoring for points. Mayor Kline asked if we could offer some type of incentive to the applicant to come to Tallmadge. Either a stipend or do we bring them in at so many hours served. It’s been the downfall, the dilemma. A brief discussion followed. Mr. McGee stated that after Lampley is sworn in, the department will still be down by one officer. Mr. Naso told Mr. McGee to reach out to Allison and coordinate things.
