VIRTUAL REGULAR MEETING in Council Chambers @ 7:00 p.m. February 25, 21 1. CALL TO ORDER. President of Council Kilway called the Virtual Regular Council meeting of Thursday, February 25, 2021 to order at 7:06 p.m. This is a virtual meeting due to the State of Emergency. 2. PRAYER: Silent prayer. PLEDGE OF ALLEGIANCE: 3. ROLL CALL: Mrs. Allman, Mr. Bollas, Mr. Donovan, Mr. Grimm, Mrs. Kilway, Mr. Loughry, Mr. Sisak – present. Also present were Mayor Kline, Dir. of Public Service Rorar, Dir. of Administration Cooper, Dir. of Economic Development Springer, Dir. of Finance Gilbride, Dir. of Law Raber, and Clerk of Council Burton. Jim Donovan arrived at 7:10 p.m. 4. MINUTES: 2-11-21 Virtual Regular Council Meeting minutes to be provided. 5. FINANCIAL REPORTS: • FEMA Hazard Mitigation Grant in the amount of $189,448 to Council on 1-20-21. Dir. of Finance: Madame President, can I clarify what this was was this was an advance from the General Fund to the Hazard Mitigation Grant Fund in that amount. It was missed off of the prior agenda. So, we are not in receipt of the grant, you are in receipt of me notifying you of the advance from the General Fund to the Hazard Mitigation Fund in that amount. Mayor: Madame Chair, also just so you understand what that grant is for; that is for the property out on Northeast Avenue; the Dewey Orinsby property that we applied for the grant and this is the money that was granted to us. Thank you. Mr. Loughry moved to accept the financial report. Seconded Mr. Sisak. Roll Call: Mr. Bollas, Mr. Donovan, Mr. Grimm, Mrs. Kilway, Mr. Loughry, Mr. Sisak, Mrs. Allman – unanimous. The financial report has been accepted by a vote of 7-0. 6. PUBLIC HEARINGS: Ord. 22-2021 At 3rd Reading. PLANNING & ZONING Amending the zoning map by rezoning the properties of: SKP Holdings LLC, P.H. ON 2-25-21 @ 7:03 P.M. Parcel 6004333, Parcel 6004342, and P&Z REC. APPROVAL 5-0 Parcel 6004343 and Family Medical Care Plus, Inc. Parcel 6004169 from General Commercial (C-3) to Automo- tive Commercial (C-4) and approving the general development plan located at 140 West Avenue. Pres. of Council: It is now 7:11 p.m. and I call the public hearing for Ord. 22-2021 open. But before we begin, I must explain that the public notices did not get mailed out in time for tonight’s meeting and the sign on the property was not posted due to an oversight because the person responsible was ill. Our sincere apologies to the applicant and the public. The public notice was published in the newspaper for today’s date to meet the notice requirements and to give an opportunity to the public to be heard. We need to continue the public hearing until March 11th of 2021 at 7:03 p.m. The applicant was notified and anyone from the public who would like to speak or submit written comments must register with the City Council office by 3:00 p.m. on the date of the meeting through the City’s website, by e-mail to the Clerk of Council or by mail which will be on March 11, 2021 at 7:03 p.m. Is there any discussion? Mayor: Madame Chair, do we have anybody that had registered tonight at all for this? Pres. of Council: I am not aware of anybody tonight. Susan? Clerk of Council: No. There was none. There is a Mr. Keith Wentzel and Linda Murphy, but if they could hold their comments until the ordinances that they are calling about; we will let them know at that time. Mr. Wentzel is here for Ord. 23-2021 and Linda Murphy is here for Ordinances 26-2012 through Ordinance 30-2021.  VIRTUAL REGULAR MEETING in Council Chambers @ 7:00 p.m. February 25, 21 Mr. Loughry: Would it be possible or would it be alright if we consider amending the order of the agenda to move those ordinances up so the residents can speak, or the people can speak and then get on with their evening? Pres. of Council: Well, they will be speaking during the standing committee section which should be . . . it is not going to be that much longer until then, so I think at this time we will just keep it the way it is if nobody else has any issues with that. Is there anyone who has an issue with keeping the agenda the way it is? Health Dept. and trying to come up with a streamline to get people in for the vaccination. It is very difficult as Mr. Grimm had stated at the last meeting. • We have Ord. 43-2021 which is in the Personnel Committee and I will talk about that when we get there. End of report. Mr. Loughry: Backup on East Avenue in the afternoon when parents are picking up children at both the elementary and the middle school. Mayor: We have a call into the School District. Mr. Sisak: I would just like to take a moment to honor Officer McGee with the Police Department for graduating or receiving his CLEE Certification. It is a law enforcement executive continuing education piece that he received recently, and we are glad that he pursued that, and he is on the force. Mayor: On Tuesday at noon, I am going to present an award to a Tallmadge citizen who helped to save or helped to protect a person in a gun shooting and I will forward that information to City Council. But it is a pretty prestigious award, and it is done across the United States and Canada. b. PUBLIC SERVICE Rebecca Allman, Chair Dennis Loughry, Vice Chair James Donovan NO LEGISLATION AT THIS TIME. Mayor: This is for a third-party testing agency. Dir. of Law: If I may, it will be set for a public hearing tonight. There is a public hearing required for any Civil Service ordinances, so the public hearing would actually need to be called out later. Mr. Grimm: OK. Let’s look for a public hearing probably in April, I guess? Pres. of Council: It should be April 8th at 7:03 p.m. is when we will set it.
