MINUTES OF THE CIVIL SERVICE COMMISSION MEETING September 14, 2015 - 3:30 P.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Commissioner Christine Higham Non-Members Mayor Dave Kline Present: Chief of Police Ron Williams Fire Chief Mike Passarelli Director of Law Megan Raber ______________________________________________________________________________ The September 14, 2015 Civil Service Commission meeting was called to order. Minutes of the August 17, 2015 meeting were approved as published. Chairman Naso stated that the School Custodian Test has been scheduled for October 7, 2015 at the Community Center and a Head Custodian Test has been scheduled for November 4, 2015 at the McCombs Education Center. The space between the two tests was done so that whoever is hired from the Custodian Test would be able to sit for the Head Custodian Test. This was requested by Chief Operating Officer Steve Wood. Chairman Naso told everyone that Chief Williams had given the Commission two candidates’ names who voluntarily removed themselves from the Police Officer Ranking List; therefore two additional names with copies of their applications were given to Chief Williams. A motion was made to accept the list of 15 names from the Police Officer Ranking List to have the opportunity to be hired as a Police Officer. The motion was carried and passed. Mr. Naso told Chief Williams that he has 30 days to make an offer of employment and that if he does not do it in that time frame, he has an additional 30 days to do so. If he has not done so by then, the list will have expired. At that point, he will have 12 months to reopen the list. Once someone has been hired he will have 12 months to utilize the list again. Mr. Naso explained to the Chief that he is under no obligation to use it again and that he has the option of requesting another test. The written promotional test for Police Sergeant was administered on September 9, 2015. There were nine applicants and nine took the test. Six applicants passed who will continue with the Assessment Center that will be conducted on Saturday September 19, 2015. The individual times have been received from Pat Ramsey and the clerk will notify each candidate by letter and email. One of the applicants who did not receive a passing score has requested to review the exam. Arrangements are being made for the applicant to review the test along with their answer sheet. Page 2 September 14, 2015 Mayor Kline requested a test be given for the position of Police Captain. Chairman Naso stated that Chief Williams will have to come up with reference material to be used for the test. The Mayor stated that he would like the test to be scheduled for mid-November. Chairman Naso asked if they want a written test and an assessment center or an assessment center only. The Mayor and the Chief will get back with the Commission with the answer. Mr. Naso said that we will schedule with Mrs. Ramsey mid to late November. The next meeting is scheduled for September 28, 2015.
